Established Korea's first 'real-time firefighting facility management system', started operation in March

From real-time checking of fire fighting facilities to drawing management problems and providing consulting

100% normal operation foundation for firefighting facilities based on IoT technology

The Seoul Metropolitan Government said, “We completed the construction of the ‘real-time firefighting facility management system’ using IoT technology for the first time in Korea in December last year, and will go into full-scale operation from March after undergoing a test operation until February.”

The real-time firefighting facility management system has been implemented since 2017 with the goal of `` implementing a smart safe city in Seoul. ''

'Real-time firefighting facility management system' is a system to check the operation status of firefighting facilities installed in a building in real time with the goal of 100% normal operation of firefighting facilities.

To date, it has been installed in a total of 717 specific firefighting objects (buildings) and can be connected to the fire department of the jurisdiction to check its normal operation in seconds.

With the construction of a real-time firefighting facility management system, the fire departments of the competent fire departments and the building's fire safety managers can check the operation status of the firefighting facilities in real time anytime, anywhere with a smartphone and PC.

The real-time firefighting facility operation status is managed by big data, and through analysis, the causes and solutions of non-fire reports *, failures and malfunctions will be derived, and the relevant fire department will provide customized consulting for each building.

* If it is detected as a fire, but it is not a real fire due to detection due to dust or water vapor

An official of the Seoul Fire and Disaster Headquarters said, “Although the normal operation of the firefighting facility has a decisive impact on the scale of human injury, there are a limited number of buildings that can be checked by the current firefighters. We have introduced a system. ”

A representative case of large-scale casualties due to non-operation of firefighting facilities was a fire at a residential and commercial building in Dongtan in February 17, resulting in 2 casualties (52 deaths, 4 injuries).

In September of last year, sprinklers and smoke control systems did not work at a nursing hospital in Gimpo, resulting in 9 casualties (59 deaths, 3 injuries).

On the other hand, there were 18.2 casualties for fires in Sinchon Severance Hospital ('19.2 .0.) And Gwangjin-gu's Gosiwon ('XNUMX .XNUMX.).

In Seoul, 20 fire-fighting inspection targets are required. Firefighting officers survey 9 sites annually, which takes about 2 years.

Fire-fighting facilities installed on specific firefighting objects (buildings) must be maintained and managed under the responsibility of the owner and others.

As a result of the special fire safety survey conducted from July 18 to December 7, out of 19 buildings subject to investigation, 59,325 buildings were defective, with a defect rate of 33,674%, which has been pointed out as a problem in the management of firefighting facilities.

Until now, most of the targets of defects have been corrected, but the management of them is necessary due to the aging of fire-fighting facilities.

On the other hand, as a result of comparing before and after system construction for 17 buildings in Jongno-gu and Jung-gu for 3 months from December 8, the number of fire malfunctions decreased from 713 cases to 478 cases (33%↓), and failures were 645 cases → 132 cases (80%↓) decreased.

A representative of the Seoul Fire and Disaster Headquarters said, “We could significantly reduce the frequency of failures by identifying and replacing fire-fighting facilities (parts) with repeated failure signals. It was. ”

The Seoul Fire and Disaster Headquarters plans to objectively verify the effectiveness of the system, supplement it, and expand it step by step by enacting and amending relevant laws.

This year, based on the verification of the effectiveness of the system, the government will propose to revise the Act on Prevention of Fire and Maintenance and Management of Fire-fighting Facilities, and enact related regulations.

In the future, the system will be developed to introduce a firefighting facility history management system to prepare key management matters for the number of years of fire-fighting facilities and standards for the training of fire-fighting facilities.

Correlation with fire through integrated linkage of accumulated data with related agencies such as the meteorological administration, the Korea Forest Service, and the safe use of electricity (Electric Safety Corporation), which are related to the cause of fire and the expansion of combustion Analyze relationships,

In the end, we will use AI (deep learning) technology to classify the 'fire safety class' of specific firefighting targets by predicting fire risks.

This information is open to the public for reference in building use.

Shin Yeol-woo, head of the Seoul Fire and Disaster Prevention Division, said, “The real-time firefighting facility management system will substantially improve the problems in the management of firefighting facilities and contribute to the enhancement of the capabilities of firefighting safety managers for specific firefighting targets (buildings).”
