Launch of mobility innovation service from the end of May with the passage of the 9th regulatory sandbox
Mobility innovation services combined with the platform will soon be released through the regulatory sandbox.
A total of four companies, including Papa, Coactus, Starrix, and Conatus, will launch and expand new mobility services, and will introduce platform transportation business, pre-determined fare plans, and passenger-to-passenger ride services.
The Ministry of Land, Infrastructure, and Transport announced that the mobility innovation services that had been applied for the MSIT regulatory sandbox in early April would pass the 4th ICT Review Committee on May 5 and be serviced during the first half of the year.
In the meantime, ahead of the implementation of the amendment to the 「Passenger Transport Business Act」, a mobility innovation law, to the public in the first place, MOLIT has been working with MSIT to provide 4:1 consulting support to mobility-related businesses that want to apply for the regulatory sandbox, and expedite the deliberation process.
Operators were able to receive detailed guidance on the application process and procedures through consulting, and the deliberation process was also expedited, so that the 9th hearing could be held on a date earlier than the expected date of the existing hearing.
It is expected that a number of mobility-related businesses have passed through the 9th deliberation committee, and new services can be introduced soon.
Papa Mobility is a company that previously provided driver-directed car rental services, and plans to expand the business from the end of May to 5 units through this demonstration exception, and will introduce new services such as child car seats and wet wipes for passengers traveling with children, hospital transfers for women, the elderly and the disabled, and escort services.
In addition, it is expected to expand the choice of movement by providing consumers with transportation services without ride rejection or pick-up through reservation-only services through mobile apps.
Social enterprise Coactus, which has been supporting 'tranquil taxis' driven by hearing-impaired people, is also able to directly operate the new transportation business 'Silent Mobility' through the regulatory sandbox.
With the goal of operating 100 units based on SUVs, the service will be launched in early June, and through a mobile app-based reservation-only service, customized services such as regular reservation system and monthly fee will be provided.
Papa Mobility and Coactors plan to switch to a platform transportation business in line with the revision of the Passenger Act in April next year.
Starix (LOCAR) plans to introduce a pre-booking service based on pre-payment service using taxis, ① customized pre-fixed fare system, ② time-based pre-fixed fare system, and pre-booking service based on the principle of compliance with reservation time.
① A fixed fee is charged based on the route of departure, stop, and destination and the waiting time for each stop.
② Fixed fare is charged for a certain period of time with the hourly rate fare system.
Conatus, which has operated intermediary services (anti-taxi) through late-night passengers' voluntary ride, expands its business area (12 Seoul wards → all over Seoul) and expands operating hours (22 am~04am → 22 pm~10pm) I applied.
Banban Taxi, which has contributed to resolving late night rides, is expected to provide services to more people by expanding the business area, and is expected to contribute to resolving traffic congestion during the rush hour by expanding operating hours up to the rush hour.
After this deliberation, MOLIT will actively guide interested companies to apply for a regulatory sandbox to discover mobility innovation services.
