MOLIT launches Mobility Innovation Committee... Discussing follow-up measures for the passenger law begins
Presents vision and policy direction after 10 years of platform-based mobility innovation
The government's move to institutionalize various platform projects to complete the foundation for mobility innovation is in full swing.
The Ministry of Land, Infrastructure, and Transport announced that it held the first meeting of the 'Mobility Innovation Committee' on May 20.4.7 to discuss detailed institutionalization measures, such as amendments to sub-statutes, as a follow-up measure to the 'Mobility Innovation Act', the 「Passenger Transport Business Act」 (proclaimed on April 5, 14).
The Mobility Innovation Committee will serve as a public interest committee that discusses policy proposals related to the sub-statutes of the Passenger Vehicle Act and proposes them to the government, while also performing a mediation function when there are differences among industries.
Composition and operation of the Mobility Innovation Committee
The committee was composed of experts in the transportation, consumer, and IT sectors, receiving recommendations from the platform and taxi industry and related ministries so that consumers' opinions could be sufficiently gathered in order to prioritize public benefits as well as win-win industry.

Although the platform and taxi industry do not directly participate as committee members, they will fully collect their positions through committees recommended by the industry themselves, and will also proceed with direct industry opinion-receiving procedures at the committee level.
On the 14th, the first meeting, along with explanations of MOLIT officials on the significance and contents of the revision of the Passenger Vehicle Act, which is the institutional basis for mobility innovation, plans to operate the licensing system of the platform transportation business, and the calculation method of contributions prescribed to be paid by the platform transportation business operator In addition, the discussion focused on sharing matters for future discussions, such as how to activate the platform affiliate business, and future discussion schedules. Participants attended to discuss the future discussion direction and policy directions for effective operation of the newly institutionalized platform business system. As they progressed, they mentioned that they will try to develop the best policy alternatives to promote platform mobility in the future.
Starting with the first meeting on May 5, the Mobility Innovation Committee will be held in principle to hold a meeting once every two weeks (if necessary), and will be operated with the goal of deriving a committee draft in August through collecting and adjusting industry opinions and discussing issues over the next three months.
Once the committee draft is drawn, MOLIT plans to finalize the final policy plan through industry consultation based on it, and to enter into the legislative notice process of the lower statute in September so that it will be implemented from April 9 next year.
Mobility Innovation Committee Discussion
On April 4, through the revision of the Passenger Transport Business Act, a new 'platform business' system was established to enable the provision of various types of transportation services by reorganizing the existing business area system.
As the method of securing the vehicle also allows the platform transportation provider to procure the vehicle by the rental car method, the burden of securing the vehicle by the platform operator has been reduced, and above all, operators who have previously conducted the business in the form of a rental car with articles are also controversial It is a remarkable feature that you can operate as it is in the current way of business without conflict.
The Mobility Innovation Committee will discuss detailed system design plans that will greatly affect the government's mobility promotion policy direction and business operators' actual operating methods under the framework of the platform business system.
First of all, we plan to discuss the policy measures to ensure that the newly introduced 'Platform Transport Business' through the revision of this law will stably settle in the market.
The platform transportation business license system aims to expand user demand and overall mobility market by activating the platform transportation business (Type 1) and platform affiliate business (Type 2). It is planned to comprehensively discuss the total license management plan from various viewpoints.
* Expanded brand mobility (including Type 1 and 2) that can be reserved, called, and distributed in real time to 22 units by '5, 25 units by '10, and 30 units by '20
* Platform transportation business: Platform operators acquire vehicles and drivers directly, and provide new transportation services. Platform affiliate business: Recruit taxis as affiliates and provide brand taxi services through the platform.
The contribution will also be set to an appropriate level in consideration of overseas cases * so that the platform can be revitalized and the win-win meaning of the taxi industry can be saved, and the payment method is selected by the operator by presenting various methods such as the number of uses and the number of operations. We plan to discuss how to make it possible and to reduce contributions for sprout companies (start-ups).
* (United States) 4% of total transportation charges in New York State, 0.2 $ per Massachusetts (approximately 1 won per 1,200 $)
(Australia) New South Wales 1 $ per case (approximately 1 won for 790 $)
In addition, it is expected that additional plans to improve the system may be discussed along with detailed operation plans as car rental is permitted as a vehicle procurement method for platform transportation providers.
In addition, a plan to promote the 'platform affiliate business' will be discussed so that the platform and taxi can be combined to improve the treatment of the taxi industry and create a competitive business model.
In the meantime, there were regulatory improvements such as easing license standards for affiliated businesses *, but the Commission is planning to discover additional regulatory improvements and propose them to the government.
* Significantly eased the minimum number of vehicles required to obtain an affiliated business license to 1/8 of the previous level (e.g., 4 Seoul → 5 vehicles) ('20.4 .XNUMX. Revised Enforcement Rules of the Passenger Vehicle Act)
If the regulations related to the platform franchise business are reasonably improved, the combination of platform and taxi will be further promoted, brand taxis that provide differentiated services will be activated, and convenient and comfortable mobility services suitable for the public's eye level will be routineized through competition between brands. It is expected.
The future of platform mobility innovation
At the first meeting on the 14th, MOLIT also explained about the future of 10 years and the direction of policy promotion that mobility innovation will bring.
It can be said that the detailed institutionalization plan was completed on the basis of the 'Mobility Innovation Act', and it presented a vision of platform mobility innovation that 'all citizens can move conveniently anytime, anywhere.'
First, a mobility environment will be settled wherever and whenever an advanced platform solves all mobility concerns.
Anytime, anywhere, the platform will solve all travel schedules with one-click, and the ideal of mobility will be realized, where real-time reservations and dispatching are routinely made anywhere in the country without traffic marginalized areas.
Second, various and differentiated mobility services will be routinely provided so that customers can freely select according to demand.
While various mobility brands appear and compete, the vehicle type is diversified from the current medium-sized passenger car to large and high-end vehicles, SUVs, and small-sized vehicles for short distances, which will greatly expand the mobility options of consumers and move to major transportation hubs. Shared mobility such as personal mobility (PM) and car sharing, which will help to do so, is expected to become more active.
Third, the quality of the mobility service has been greatly improved, and all citizens will enjoy a comfortable mobile service that is comparable to private vehicles.
3D service without boarding, cigarette odor, unnecessary conversation becomes common, and various additional services such as women only, commuting only, business only, and silver care can be enjoyed at any time.
In addition, the distribution of eco-friendly mobility such as electricity and hydrogen will be expanded, and more than half of the total mobility will be converted to eco-friendly mobility.
Lastly, our mobility industry ecosystem will be transformed into a sustainable development ecosystem with competitiveness and self-reliance, not a structure that relies on government support.
While traditional mobility and new mobility are coexisting and developing, a structure in which a large company and a sprout company (start-up) grow together is established, and the working conditions are also improved, so it is expected that the mobility job will become a high-quality job preferred by young people.
For this future, the government has set goals such as expanding the mobility market from 2030 trillion won to 8 trillion won or more by 15, expanding brand-type mobility to more than 20 units, and zeroing the number of people who refuse to ride. In the future, we plan to push forward the mobility policy of the next 1 years in the direction of 2) spreading platform-based innovative mobility, 3) supporting various services to meet national needs, and 10) increasing the competitiveness of traditional mobility services. to be.
Ms. Paik Seung-geun, Director of Transportation and Logistics at MOLIT, said, “After the careful consideration of industry recommendations, etc., the Mobility Innovation Committee was organized with objective and competent experts.” The future of platform mobility innovation proposed by the government can be realized as planned. "We will proceed with sufficient and in-depth discussions so that policy measures to complete the foundation for mobility innovation can be drawn up quickly."
