【 background 】

□ Currently, autonomous driving technology is at Level 2 level that assists the driver's driving, and Level 3 self-driving cars* capable of conditional autonomous driving (requires driver intervention in case of an emergency) in the driving area are expected to be released within the next 1-2 years.

□ However, level 4 level fully autonomous driving is a level that does not require driver intervention even in emergencies as the vehicle recognizes and judges the situation by itself, so innovative changes in not only vehicles and parts but also ICT and road traffic are required.

□ Accordingly, four ministries, including MOTIE, aim to complete the basis for convergence level 4 fully autonomous driving* in '27. Plan to focus on the field

* Autonomous driving that can be driven in response to various objects in city centers, exclusive roads, and irregular roads, and includes infrastructure convergence technology such as vehicle-cloud-road traffic, and social issues-solving services.

❶ “Development of new vehicle fusion technology” aiming at world-class vehicle technology

* Technology level target: (current) 82% level ('18 survey) → (future) 93% or higher target

ㅇ Development of key element technologies for Level 4 autonomous vehicles, such as ▲ autonomous driving computing technology, ▲ cognitive predictive sensing technology, ▲ precision positioning technology, ▲ cooperative control technology, ▲ autonomous driving-passenger interaction technology, ▲ safety design technology, etc. To promote
ㅇ In '21, among them, ▲ core cognitive sensor module, ▲ AI-based high-performance computing technology, ▲ self-driving vehicle platform, etc., 15 tasks (182 billion won) were initiated first.

<Concept of Vehicle Convergence New Technology Technology Development>

❷ “Development of ICT Convergence New Technology” that can support level 4 or higher autonomous driving

ㅇ To enhance the safety of autonomous driving and enhance intelligence, ▲ a 3-tier autonomous driving structure that links the high-performance cloud server and edge computing of the transportation infrastructure, ▲ vehicle communication (V2X) that connects the inside and outside of the vehicle, ▲ development of security technology, etc. And

❸ “Development of new road traffic convergence technology” for safe operation of Level 4 autonomous vehicles, which is difficult to implement with only vehicle sensors

* Crowdsourcing-based digital infrastructure convergence platform, infrastructure sensor-based road condition awareness advancement technology, future road design and demonstration technology for autonomous cooperative driving, level 4 test bed construction, level 4 response traffic object recognition advancement and adverse conditions resolution, self-driving mixed City road traffic control technology, etc.

❹ “Creation of self-driving services” to create new industries and solve social issues such as support for the mobility of the traffic-poor and demand-responsive public transportation.

❺ Finally, support for “building an autonomous driving ecosystem”

ㅇ To lead the world in the field of autonomous driving ▲Development of a global standard system and test standards (to reflect more than 5 international standards), ▲safety evaluation technology for collision situations, ▲Development of an autonomous driving traffic accident analysis system and improvement of related laws and systems in parallel
ㅇ In '21, all tasks related to ecosystem construction such as ▲ standards and ▲ safety evaluation technology were initiated, and a total of 11 projects (174 billion won) are scheduled to be initiated.

【Project management plan】

□ In the future, four ministries plan to fully support the commercialization of outcomes in order to achieve the business goal of “to lay the foundation for commercialization of convergence level 4 autonomous driving”.

❶ Planning a demand-linked task requiring participation of demand companies (automobile manufacturers or core parts companies (Tier-1)) to enhance the possibility of commercialization and spread business results.
* Autonomous driving architecture-based computer platform commercialization technology development, autonomous driving cognitive prediction/intelligent control vehicle parts test standards and standard evaluation technology development, etc.

❷ Increase points for commercialization and economic feasibility when selecting and evaluating projects (30→40 points)*, and obligating the implementing agency to submit commercialization history
* Applied to assignments under MOTIE

❸ Apply a moving target system that can flexibly change the task goal, and actively reflect the rapidly changing autonomous vehicle market trend by forming and operating a consultative body with companies that require autonomous driving.

❹ The results of the ICT field are provided in an open SW method so that startups, companies, and academia can use them freely.
