□ The Ministry of Land, Infrastructure, and Transport selected local governments to promote the '2022 Local Government Intelligent Transportation System* (ITS) National Treasury Subsidy Project' as part of the 'Korean New Deal'.
* Intelligent Transport System (ITS): A transportation system that efficiently manages traffic information with advanced traffic technology and improves traffic efficiency and safety through scientific and automated operation.

ㅇ The local government's intelligent transportation system (ITS) subsidy project has been promoted by providing government funds to local governments since 09 to improve traffic and safety on urban roads.

□ As a result of the one-month (July 7-August 7.6) contest from last July, a total of 8.19 regional and basic local governments applied, and after deliberation by the evaluation committee* composed of experts,
* Intensive evaluation of traffic status analysis by local government, project section, service adequacy, and financing plan through presentation evaluation (8.31~9.1)

ㅇ Five regional local governments and 5 basic local governments with specific business plans and high expected effects were selected.

□ The new projects for 22 selected this time will be used to improve local traffic problems such as communication management in the city, advancement of signal operation, and improvement of emergency management to prevent secondary accidents.
* Local governments pay 40% to 60% of the total project cost according to the government expense matching ratio (60% to 40%).

ㅇ In addition, for the successful implementation of the project, the government will continue to provide support for 2 local governments that were already selected last year and are promoting as a two-year project.

□ Details of major local government projects are as follows.

 

① Gwangju Metropolitan City: AI-based advanced signal system service

ㅇ Gwangju Metropolitan City plans to improve urban traffic congestion by installing AI cameras at 10 intersections in the city, which are autonomous vehicle pilot zones, and introducing a smart intersection system that controls traffic conditions in real time and distributes traffic flows.
ㅇ In addition, it is planned to provide more efficient signal operation to citizens by improving the functions of 15 already established and operating sensitive signal systems.

② Gyeonggi-do: Inter-regional information linkage service

ㅇ Gyeonggi-do plans to establish a system for sharing and jointly utilizing provincial/si/gun data in order to bridge the gap in ITS services, which is widely varied depending on the budget size and manpower of each city/gun in the province.

ㅇ In addition, by improving the signal system at the city/county boundary, the signal linkage between regions will be strengthened and the foundation will be laid through this project so that the priority signal for emergency vehicles can be provided without interruption.

– To this end, prior consultations were held with the basic organizations through the city/gun briefing session ('21.5), and 25 cities/guns agreed to jointly participate in this project, which is expected to promote the project promptly.

 

③ Hwaseong City: Traffic management service based on ultra-precise location information

ㅇ Hwaseong City is promoting a project that collects real-time vehicle operation information and unexpected situations (ground loss, trespassing, etc.)
ㅇ In addition, it is planned to promote safety and convenience of citizens at the same time by promoting a risk/warning system and a public parking lot information guide project in areas vulnerable to pedestrian accidents.

④ Jeju Island: Convenient road safety and transportation service for citizens

ㅇ In order to quickly respond to unexpected situations such as traffic accidents and local bad weather, Jeju Island is planning to introduce a three-dimensional traffic monitoring system through drones on a pilot basis.
ㅇ In addition, by upgrading the functions of the transportation center, it is planning to build a metaverse platform that virtualizes the data and operating environment collected so far to lay the groundwork for the implementation of Jeju-style big data policies.

□ The Ministry of Land, Infrastructure, and Transport plans to grant government funds early (January 22) so that selected local governments can quickly start their projects.
ㅇ We plan to do everything we can to manage the project, such as frequently checking the progress of the project on a quarterly basis so that this support project can be carried out at a speedy pace.

□ Minister of Land, Infrastructure, and Transport Kim Jong-oh, head of the digital road team, said, “I expect that the intelligent transportation system (ITS) will improve communication and safety and contribute to resolving traffic problems in the region.”
