On the 26th, Governor Yang Seung-jo signed an MOU with Boryeong Mayor Kim Dong-il, Korea Midland Power President Kim Ho-bin and SK E&S President Chu Hyeong-wook at the Lotte Hotel in Seoul.
Prime Minister Boo-gyeom Kim, Minister of Economy and Finance Hong Nam-ki, Minister of Trade, Industry and Energy Moon Seung-wook, and Minister of Environment Han Jeong-ae also attended the signing ceremony on this day, expressing their expectations for and support for the world's largest blue hydrogen plant.
According to the agreement, the provincial government will promote the hydrogen industry, attract companies, and nurture human resources to create a carbon-neutral and eco-friendly hydrogen ecosystem.
Boryeong City takes the initiative in various projects for the successful transition to a coal-free and carbon-neutral city.
The city of Do and Boryeong also decided to support the success of the Boryeong eco-friendly clean hydrogen production base construction project through administrative and financial support.
Korea Midland Power will provide the site and promote the Boryeong eco-friendly clean hydrogen production base construction project by investing and operating the overall hydrogen production, distribution, and utilization infrastructure together with SK E&S.
Specifically, SK E&S will build a blue hydrogen production base on a site of about 62 square meters in the northern ash treatment plant of the Boryeong Power Plant of Korea Midland Power.
Through this, 25 tons of hydrogen are produced annually, 20 tons are put into hydrogen fuel cell power generation, and 5 tons are liquefied and then supplied for vehicle charging.
The annual 200 million tons of carbon dioxide generated during the blue hydrogen production process is captured and liquefied, and then stored in an overseas waste gas field through a liquefied carbon dioxide transport vessel, thereby reducing carbon emissions.
When the blue hydrogen plant is built, it is expected that 300 new jobs will be created, creating jobs in related industries and revitalizing the local economy.
In addition, it is expected that the largest hydrogen production cluster in Korea will be created in connection with the existing by-product hydrogen production base in Seosan Daesan Petrochemical Complex, and MOTIE's Dangjin and Taean hydrogen introduction plans.
Governor Yang Seung-jo said, “The local economy is starting to stagnate due to the closure of coal-fired power plants to implement the 2050 carbon-neutral scenario.
The two governors previously held talks with Prime Minister Kim Bu-gyeom and others, asking for preferential allocation of climate response funds to areas with power plant closures, priority designation of special districts for just transition, and support for establishing and attracting the Just Transition Support Center.
