□ Jeollabuk-do (Governor Ha-jin Song) announced that the 「Jeonbuk Gimje Smart Farm Innovation Valley」, which was created last year, is being operated as a base for the spread of smart agriculture and future agriculture.

○ In response to the decline of rural population and climate change, we are spurring the operation of smart farm integration, youth entrepreneurship, technological innovation, and market development, centered on the “Smart Farm Innovation Valley in Gimje, Jeollabuk-do”, and between farmers, companies, and research institutes. It serves as a base for creating synergies.
○ Jeonbuk Gimje Smart Farm Innovation Valley was selected as a MAFRA contest project in August 2018, and is in full operation after completing the creation in November 8 through a basic plan and a win-win agreement with nearby residents.
○ Core functions include ① preliminary smart farm education for young farmers, ② support for rental smart farms for young farmers, ③ infrastructure to support research and demonstration of smart farm technology,
– It is composed of core facilities* such as childcare, rental, demonstration greenhouse, big data center, and support center.
* Total area (21.3ha), youth daycare training farm (2.3ha), rental farm (4.5ha), demonstration greenhouse (1.6ha), support center (0.4ha)

□ Smart farm youth entrepreneurship incubation and rental smart farms are being operated with the goal of realizing sustainable agriculture and nurturing young agricultural manpower in the future.

○ The Youth Startup Incubation Center provides the latest theoretical and practical education for 20 months* for prospective young farmers so that they can settle in agriculture and rural areas through smart farms.
– Currently, a total of 15 people are training in educational and management-type courses in 97 divisions of practice greenhouses, and 50 young farmers are selected every year to train 2025 young farmers by 300.
* Course: 20 months 3 stages/ Introductory type (2 months), Education type (6 months), Management type (12 months)
○ We are also providing support to trainees who have completed business start-up education to have time to prepare for start-up by providing them with opportunities to improve their management and cultivation capabilities in rental smart farms for three years.
– A total of 2 people are renting* the rental greenhouse in 10 buildings and 23 sections, and 4 additional people are scheduled to be selected through the recruitment notice in April.
* Rental (exclusive) area per person: 1㎡ → About 1,280 won/year
○ In addition, students who have completed youth entrepreneurship incubation are given the benefit of receiving support for facilities, renovation and operation funds with the Smart Farm Comprehensive Fund (interest rate of 1%, limit of KRW 30 billion), which is a youth agriculture.
□ On the other hand, the establishment of ICT equipment standardization, big data, and technological innovation (R&D) industrial infrastructure laid the foundation for 'Korean-style greenhouse environmental control system development' to increase the localization rate of smart farms.

○ A research (RDA, etc.)-verification (test complex)-verification/certification (Korea Agricultural Technology Promotion Agency) system was established by utilizing the infrastructure* of the “Asia Smart Agricultural Life Valley”, a core project in the province.
* Food (Iksan), seeds (Gimje), microorganisms (Jeongeup, Sunchang), ICT agricultural machinery (Iksan, Gimje), advanced agriculture (Saemangeum)
– Currently, 19 companies in the demonstration complex have started moving in from March, starting with performance improvement and standardization such as equipment and materials demonstration research, and are aiming to advance smart farms using intelligent information technologies such as AI and big data.
○ We plan to build a model that links from the development of seeds of functional crops to commercialization (functional food raw materials) centered on the Smart Farm Innovation Valley.
○ At the same time, the collection and use of big data, which is the core of smart agriculture, was expanded, and a cloud-based data platform was established to create a free environment for data analysis and utilization.
– Based on the data produced by the Innovation Valley and leading farms, we plan to support the development of optimal growth environment management programs for each item and farm utilization services (prediction and control of pests and pests).

□ In addition, Jeollabuk-do proposed the “Saemangeum Youth Farming Smart Farm Special Zone Creation Project” as a national task for the new government, with the goal of “building a high-tech agricultural industry cluster that will lead the future of agriculture” in Saemangeum Agricultural Life Site.
○ By using the large area (4ha) of the Saemangeum Agricultural Life Zone 650 (Gimje area), it is planned to solve the farmland problem, which is a stumbling block to starting a smart farm, and to create an integrated complex including housing for young entrepreneurs and production and distribution facilities.
– According to the 'Saemangeum Youth Farm Smart Farm Startup Special Zone' plan, a total of KRW 1,120 billion was invested to ① create a new town for lease (housing and welfare facilities*), ② create a rental smart farm (15ha scale*), ③ build a distribution base for agricultural products ( APC*), ④ Long-term rental of farmland for young entrepreneurs (550ha*) will be promoted.

○ Through this, structural problems such as the global agricultural market opening and the aging of rural areas will be resolved, and quality and sustainable youth and local jobs will be created directly or indirectly*.
* Influx of manpower to stable residential environment and production base → Production (smart farm management, professional growers), related industries (operating system developer, consultant) → Expand employment of local residents in a virtuous cycle

□ Governor Song Ha-jin emphasized that “Jollabuk-do, the birthplace of agricultural civilization, is currently changing from industrial civilization to ecological civilization, and smart farm is Jeonbuk’s future strategy as a response to climate change and population extinction.”
“We will spare no effort to support young farmers in Jeollabuk-do so that young farmers can dream and create a new wind in the local economy. will,” he said.
