□ The Ministry of Land, Infrastructure, and Transport revised the 「Regulations on Safety Standards and Inspection Standards for Mechanical Parking Devices」 from May 5th to June, which institutionalizes the parking robots operated under the regulatory sandbox demonstration exception. Administrative notice was made by the 27th, and it was announced that it would be implemented from September 6.

□ This amendment is to prepare institutional arrangements for the commercialization of parking robots by stipulating ① the definition of parking robots and ② safety standards and inspection standards necessary for the operation of parking robots.

≪ Main contents of the amendment bill ≫
∘ (New term) New intelligent parking system (a parking lot designed to move and park cars by a parking robot) in the type of mechanical parking system
∘ (New safety standards) In case of emergency, the parking robot manual operation device, the vehicle departure prevention device loaded in the parking robot, the collision prevention device between the robot and the vehicle when two or more parking robots are moving, and an immediate stop device when an obstacle is detected Establishment of necessary safety standards
∘ (New inspection standards) New standards for parking robot usage inspection (after installation and before use), regular inspection (every 2 years after use inspection), and precision safety inspection (when 10 years have passed since installation)
∘ (Inspection Agency) Use, regular, and precise safety inspections are carried out by the Korea Transportation Safety Authority.

 

□ In the 'Autonomous Driving Parking Robot Service', when a user puts a vehicle in the storage area, the parking robot lifts the carrier and the vehicle together, recognizes the QR code on the floor of the parking lot, moves to an empty parking area along the path, and parks.

ㅇ When the user enters the vehicle number in the departure area, the parking robot automatically moves the vehicle to the departure area.

ㅇ Currently, the parking robot has been demonstrated* in an off-street parking lot located in Bucheon City from October 2020, and the operating system such as the location and route recognition of the parking robot and safety devices is verified and safety is supplemented.

□ In the meantime, when a person parks directly in a general (self-propelled) parking lot, it takes time to find an empty parking space, and there is a high risk of contact accidents between people or vehicles and door-cock accidents.

ㅇ However, if a parking robot is introduced in the future, it is expected that the parking time will be shortened and the risk of safety accidents that may occur in the parking lot will be greatly reduced.

□ In addition, when introducing a parking robot, there is no need to secure an aisle area for people to get on and off the parking lot, which has the effect of increasing the space efficiency by about 30% compared to a general (self-propelled) parking lot.

ㅇ Compared to the existing mechanical parking lot, it is expected that the initial installation cost will be reduced by about 20% compared to the mechanical parking lot as it does not require devices such as steel frames, rails, and chains.
