ㅇ In commemoration of the 5th anniversary of the launch of the Air Traffic Headquarters, this seminar is the first large-scale online/offline event in the aviation safety field after the easing of government quarantine guidelines.

ㅇ In addition to Jang Man-hee, the head of the Air Traffic Headquarters, the highest level institution in air traffic management in Korea, the three Aviation Administration, Air Force, Korea Meteorological Administration, National Fire Agency, Aviation Satellite Navigation Center, etc. High-level officials and experts from related industries, academia, and research institutes, such as associations and universities of transportation, will participate.

ㅇ In this seminar, aviation traffic experts will gather together to discuss ways to improve safety and efficiency in preparation for the increase in air traffic in the era of the COVID-19-19 endemic disease, as well as ways to develop domestic aviation traffic in preparation for future visions and paradigms such as urban air mobility (UAM) and aeronautical satellites.

□ The Ministry of Land, Infrastructure, and Transport Air Traffic Headquarters has been operating non-stop navigation facilities 2017.5.2 days a year in national airspace of 4 km43, which is four times the size of Korea, since its launch (May 2), and air traffic control service in line with global standards. In order to ensure a safe and pleasant sky road trip for the public, we have been striving to increase air traffic efficiency and prevent smart safety management.

ㅇ In particular, it is necessary to establish an optimal air traffic flow management system* to meet the next-generation aviation system conversion plan ('13.9), which is being promoted worldwide led by the International Civil Aviation Organization (ICAO) under the UN, and to minimize abnormal operations in severe weather. Efforts have also been made to strengthen cooperation with related institutions.

* Real-time sharing and decision-making of flight information such as flight departure/arrival times and order to prevent delays

□ This seminar will be held under the theme of “With and After Covid-19: Envisioning the Future,” and will share domestic and international aviation transportation policies in preparation for the COVID-19-19 pandemic and hold discussions with relevant organizations.

□ According to the materials submitted in advance, the main presentations and discussions for each session are as follows.

ㅇ (Special Session) In the morning session, an ICAO expert (Head of Air Traffic Management Division) will be invited (online) to explain the international organization's global air traffic policy direction in preparation for the COVID-1919 endemic era, trends in establishing and revising international standards, and ways to utilize big data according to the next-generation aviation system transition plan, and discuss domestic application methods.

– In the afternoon session, experts from related organizations will gather to discuss ways to expand cooperation for optimal air traffic services such as smooth air traffic flow management in case of severe weather and improvement of airspace operation efficiency, and also have time to talk with seniors who have contributed to the development of the Air Traffic Headquarters. Is expected.
ㅇ (This session) In the morning session, with the theme of domestic aviation safety policy, the current MOLIT major aviation safety policy implementation status and future key tasks, and the 'National Aviation Plan' to effectively respond to the transition to the next-generation aviation system of ICAO (announced on August 21.8) Expert presentations and discussions will be held on various national policies in preparation for the future vision and paradigm shift, such as key initiatives of the UAM, future air mobility (UAM) innovation roadmap, and safety assurance measures.

– In the afternoon session, the current status of various tasks for the establishment of preventive safety management, which the Air Traffic Headquarters is emphasizing this year, will be shared, and in-depth discussions will be held with relevant organizations such as the military for future improvement plans.

* On-site potential risk management and safety event prevention, big data analysis and use cases, eco-friendly sky road operation economic effect analysis, aviation satellite service (KASS) operation plan, etc.

□ The 2nd Vice Minister of Land, Infrastructure, and Transport Ministry of Land, Infrastructure, and Transport gave a congratulatory speech, saying, “Congratulations on the 5th anniversary of the launch of the Air Traffic Headquarters, and congratulations on the hard work of those in charge who work tirelessly to improve air traffic efficiency through preventive safety management.” Is expected.

ㅇ In addition, Jang Man-hee, head of the Air Traffic Headquarters, said, “For the promotion of the safety and happiness of the people, we will keep the Korean sky road bright and safe 365 days a year, 24 hours a day, and we will continue to make efforts to become a global luxury air transportation organization.”

ㅇ In addition, he plans to announce that “In order to respond to the COVID-19-19 endemic era, with the construction of Phase 4 of Incheon International Airport and the expansion of local airport infrastructure such as Gadeokdo Island underway, we will continue to innovate the air traffic management system, strengthen cooperation with relevant organizations for smooth flow management, and do our utmost to implement smart safety management centered on prevention so that our country can emerge as a global top 3 aviation advanced country.”
