【Regional Balanced Development Policy Implementation System】

As it is important to fully consider and reflect the opinions of various actors such as local governments, private experts, and related organizations in order to effectively promote balanced regional development, the Ministry of Land, Infrastructure, and Transport is one of the main promotion systems for this, Since last year, the 「Regional Balanced Development Support Group (Director, 1st Vice Minister)」 has been operating to converge and resolve pending issues (Bottom-Up).

Heads of related departments, led by Mun Seong-yo, head of the Office of Land and Urban Affairs, visit local governments and hold 「Regional Councils」 to receive suggestions and discuss pending issues by region.

* It has been operated since August 22.8, visiting and holding metropolitan cities and provinces, and plans to expand operation to major local governments in the future.

Inside the Ministry of Land, Infrastructure, and Transport, the “Balanced Development Planning Group” is being operated*, where the relevant departments review each regional issue and specify the direction of support together.

The Regional Balanced Development Forum, which is being launched this time, is organized to broadly collect and discuss opinions on balanced development from experts from all walks of life, covering not only the areas under the jurisdiction of the Ministry of Land, Infrastructure, and Transport, but also various other fields.

The Minister of Land, Infrastructure, and Transport directly presides over and holds the meeting from time to time, and plans to materialize the discussed issues into policies and actively discuss and connect issues that require collaboration with related ministries to enhance policy effectiveness.

The Ministry of Land, Infrastructure, and Transport establishes a balanced regional development policy promotion system that leads to a forum (presided by the Minister) – Regional Balanced Development Support Group (headed by 1st Vice Minister) – regional council (headed by the head of the Land and Urban Affairs Office), while establishing a policy based on regional demand. At the same time as continuously discovering and resolving issues (centered on the support group), it is planned to systematically promote tasks that set the general direction of the balanced development policy (centered on the forum).

In its 2023 work plan, the Ministry of Land, Infrastructure, and Transport presents a policy direction for balanced development, “Deregulation for practical balanced development and expansion of growth infrastructure.” ② The creation of a space for innovation and growth led by the region, and ③ the expansion of regional transportation networks have been proposed.

In the free discussion, various issues will be raised and heated discussions will be continued from the perspective of experts in each field for effective promotion of the Ministry of Land, Infrastructure, and Transport presentations and balanced development policies by civilian members.

Minister Won Hee-ryong said, “The government in the past made various efforts for balanced development, but there was a limit to the sustainable development of the provinces as administrative and financial resources were simply distributed.” Feeling a heavy sense of responsibility for the voices of young people, local governments in each region will form a team to establish a regionally tailored strategy, and MOLIT, the ministry in charge of urban, transportation, and regional development, will establish and realize the strategy together with the region.”
