Incheon City is going to shoot the golden time by providing a priority signal service that allows emergency vehicles to arrive at their destination quickly without waiting for a signal when they are dispatched.

 

Incheon Metropolitan City (Mayor Yoo Jeong-bok) and Incheon National Police Agency (Director Lee Young-sang) announced that they would provide the 'Incheon-type Emergency Vehicle Priority Signal' service, which is the first in Korea and applied with innovative technology, throughout the city from April 4.

 

This service allows emergency vehicles to continuously receive a green light from the point of dispatch to their destination. In addition to fire mobilization, when transporting severe trauma patients from Seo or Gyeyang-gu, green signals are provided to the regional trauma center located in Namdong-gu so that they can arrive quickly.

 

The company aims to achieve 7% compliance with the emergency dispatch golden time (fire dispatch arrival rate within 1 minutes, severe trauma patients within 100 hour) and '0 traffic accidents when emergency vehicles are dispatched'. As a result of pilot operation of emergency vehicle (fire dispatch) priority signals from January to March this year, fire dispatch time averaged 1% during normal times, reduced 3% during rush hours, and achieved 48% arrival rate within 67 minutes.

 

There are two priority signaling methods for emergency vehicles applied by Incheon City. When an emergency vehicle is dispatched, the 'field control method' immediately changes the signal to green in front of the fire station (119 safety center) or at a nearby intersection, and the emergency vehicle passes the signal by reflecting the location and real-time traffic information of the emergency vehicle from the nearby intersection to the destination. It is a 'center control method' that extends the green signal according to the time, and the signal is automatically controlled by fusing these two methods.

 

In the case of rush hour, when there is a lot of traffic congestion, the emergency vehicle quickly advances the vehicle waiting at the intersection where it is about to enter, and controls the signal so that the emergency vehicle can pass quickly without obstruction. As a result, when traffic congestion occurs in the other direction, traffic police and city operators cooperate in the 'Intelligent Traffic Control Center' to remotely control traffic signals while controlling emergency dispatch situations in real time.

 

In addition, in order to save '1 minute and 1 second', the emergency dispatch location is automatically entered in the terminal of the emergency vehicle, and a priority signal is given at the intersection on the emergency vehicle dispatch route in the general driver's navigation (Kakao T, T Map, I-Navi, etc.). It gives a message that it works.

 

Through this service, the city expects not to miss the golden time, but also to reduce the risk of accidents to comply with the golden time. In the past, the risk of accidents was taken to avoid missing the golden time, but now it is possible to operate safely, and the number of accidents during emergency dispatch is expected to be significantly reduced.

 

The 'Incheon-type emergency vehicle priority signal' system is also very efficient in terms of economy. This is because field control is minimized and center control is performed. A budget of about 3,084 billion won is required to install field control equipment in about 925 signal controllers to control the entire Incheon area, but about 16 billion won is required to build this system. In addition, considering the amount of damage caused by fire and human accidents, this is a very innovative achievement.
