– Real-time urban big data convergence 119 disaster response platform system development –

– Introducing the nation’s first customized two-way notification service, expected to provide a citizen-participatory disaster safety service –

□ Daejeon Fire Department has completed the development of the 'Real-time City Big Data Convergence 119 Disaster Response Platform' system, which will become the foundation of Daejeon, a first-class safe city.

ㅇ This system is a project for scientific decision-making based on data at disaster sites that are becoming more complex and large-scale. It was selected through a public contest for the 2023 public service promotion project using cutting-edge information technology hosted by the Ministry of the Interior and Safety and will run from June to December 2023. Development was promoted.

ㅇ Real-time urban big data convergence 119 disaster response platform system is a situational judgment based on urban big data that collects and analyzes data generated in Daejeon in real time (road traffic information, IoT electric fire detection sensor, weather information, CCTV, unmanned drone station, etc.) It is a form of support system.

ㅇ Above all, by utilizing the customized two-way notification service* developed for the first time in the country, in the event of a large-scale fire, fire information texts are sent to citizens connected to mobile phone base stations near the disaster site to recognize the fire early and encourage rapid evacuation. In addition, through the notification service, citizens can report on-site photos, and people with visual and hearing impairments can also receive necessary information depending on the type and level of disability.

* A Kakao notification message (text message if delivery fails) is sent to citizens who have registered in advance with the fire notification service at the fire headquarters (select registration point and notification type) for fire dispatch within a 50-meter radius of the registration point.

□ In addition, the Daejeon Fire Department has a real-time text translation (2 languages, including English, Chinese, and Vietnamese) system using an AI-based translation algorithm to resolve language barriers when 119 foreigners (international students, etc.) and tourists living in Daejeon City call 10. also developed.

ㅇ In particular, in the case of English and Chinese, voice recognition technology was applied to enable smooth communication between foreign reporters and the 119 situation room, laying the foundation for a social safety service network that encompasses both domestic and foreign nationals.

□ Kim Hwa-sik, head of Daejeon City's 119 General Situation Center, said, “We are aiming to operate the service in earnest in March after a pilot period until February of this year,” and added, “We will become a first-class safe city through disaster response using the latest information technologies such as artificial intelligence and big data.” “I will do my best to create Daejeon,” he said.
