Digital Platform Government Committee announces 6 policy tasks, including revitalization of AI in the public sector
Support for the use of ultra-large AI in the public sector expanded from ‘KRW 20 billion → KRW 110 billion’
In order to create and spread successful cases of AI utilization in the public sector, the government will significantly expand the scale of support for ultra-large AI utilization from KRW 20 billion last year to KRW 110 billion this year.
In addition, detailed plans were prepared to promote the introduction and use of AI in the public sector, such as discovering and providing intensive support for large-scale projects in each field, such as administrative efficiency and solving pending issues.
In particular, this year, pilot projects will be conducted targeting major digital platform government projects that are closely related to people's lives or are expected to have a high perceived effect.
Accordingly, we plan to apply and spread the core values of digital platform government throughout the country to improve existing systems and promote public service innovation.
On the 17th, the President's Digital Platform Government Committee held the 5th Digital Platform Government Committee plenary meeting at the Seoul Government Complex with the participation of civilian and government members of the committee and discussed these matters.
Meanwhile, the meeting marked the first anniversary of the announcement of the digital platform government realization plan and emphasized the importance of a digital platform government that helps people's livelihood and corporate growth based on artificial intelligence and data.
In addition, in order to quickly create results that can be felt by the public, including young people, the committee announced six policy tasks that it is pursuing together with related ministries.
◆ Promoting the introduction and use of AI in the public sector
We will promote the use of AI technology in the private sector throughout people's daily lives and administration, and promote the introduction and use of AI in the public sector to further increase policy awareness.
Accordingly, in order to strengthen the public sector's ability to utilize AI, we plan to distribute guidelines for the introduction and use of super AI in the public sector in April.
Through this, we guide you through the review of the entire process from introduction to use and use cases for each service type, and discover and provide training programs tailored to the needs of practitioners who actually utilize AI.
In particular, a super-large AI base exclusively for the government will be implemented. A mid- to long-term roadmap will be prepared through this year's informatization strategic plan project, and preliminary preparations such as selection of pilot application targets and learning data within the government will be carried out.
This is expected to promote a rapid transition to government-wide AI-based administration and revitalize the provision of customized services to the public in various fields such as welfare, disaster, and safety.
◆ Providing integrated support services for government benefits
Although there are various public services tailored to individual circumstances, such as life cycle, there have been cases of people missing out because they are not aware of them or have difficulty finding them, so we have prepared a detailed plan to provide a preemptive and customized government benefit recommendation service to the public.
First, it allows young people to find youth policy information from over 2600 organizations in one place on a familiar private platform, and provides customized recommendation, notification, and policy application services that reflect the diverse situations of young people.
Prior to this, the service was piloted in connection with KB Pay, which has 3 million young users, in March of last year, and the company will continue to expand its contact points with the public by collaborating with other private platforms, public institutions, and local governments.
In addition, starting this year, we will also pursue the establishment of a reliable youth policy database by integrating youth policy data scattered by ministry and region and introducing a standardized classification system.
Meanwhile, the Ministry of the Interior and Safety has also decided to provide a 'Benefit Notification' service that provides customized recommendations for public services available to each citizen.
Through this, the government is expected to understand the individual's situation, such as youth, unemployment, childbirth, and moving, and inform each individual in advance, reducing the inconvenience of users searching separately.
In addition, more than 500 services will be pilot-operated targeting services that have a significant effect felt by the public, such as youth allowances and job search expenses, and will expand to 2026 services by 3200.
◆ Promoting a comprehensive overhaul of the original document request laws
Until now, when individuals or corporations apply for a civil complaint, there has been the inconvenience of having to visit the administrative agency in person to submit the required documents or send the documents by mail. This is because the concept of original under the law is customarily interpreted as a paper document.
Accordingly, it was decided to promote a comprehensive revision of related laws to include electronic documents in the concept of original so that originals can be submitted or stored only as electronic documents without the need to separately print paper documents.
To this end, we have confirmed that there are 161 laws that require the original through a thorough investigation of laws, and we plan to prepare amendments to about 100 laws and submit them to the National Assembly within the year, excluding cases where there is no practical benefit to revision or where electronic documents cannot be handled.
This overhaul is expected to reduce the annual cost of printing or physically preserving paper documents by 4500 billion won and promote paperless administration by improving the practice of dual handling of electronic and paper documents.
◆ Promotion of comprehensive management of national research data in the agricultural field
The Rural Development Administration established a comprehensive management plan for national research data in the agricultural field, focusing on the spread of data-based smart agriculture to solve agricultural issues such as climate change and population decline.
First, the data platform built by RDA for data collection, storage, and management will be linked to the 'DPG Hub', a digital platform government integrated platform, to provide customized public services in the agricultural sector and to establish an AI analysis foundation.
In addition, we will pursue a plan to expand the scope of data collection to joint industry-academia-research projects and smart agricultural technology distribution field data, and establish a data mart that links data between related organizations such as the Rural Development Administration, MAFRA, and local governments and provides it to the general public.
In particular, the data support center will be converted to a permanent operation system, a data safety zone will be operated, and the current public data open system will be converted to a completely open system.
RDA decided to support the creation of new private businesses by significantly expanding the number of data openings from 10 billion this year to 24 billion next year.
In addition, we plan to do our best to improve farm income and create a data-based agricultural industry ecosystem by converting the current experience-based farm consulting to data-based consulting.
◆ Rapid implementation of digital platform government
So far, tangible results have been achieved, such as innovating a number of public services that have a significant impact on people's daily lives, according to the digital platform government realization plan, but there have also been criticisms that rapid innovation is somewhat insufficient under the existing system and method.
Accordingly, the committee established a plan to quickly implement a digital platform government centered on cutting-edge technology and the private sector.
First, in order to promote the participation of the private sector and strengthen the speed and innovation of the digital platform government project, we will promote the establishment and application of the principle of first introducing proven commercial software from the private sector such as SaaS (software as a service) and promote the expansion of private investment-type SW business. do.
In addition, we are innovating the development and operation methods of information business using the latest technology, taking into account the characteristics and complexity of the information system and making it flexible so that various methods can be applied to the development and operation of the information business.
We plan to innovate the existing procurement and contract system, including the timely introduction of the latest technology through sandbox operation.
In particular, to establish a digital platform government, we establish governance that can guarantee responsibility and expertise.
To this end, the Digital Platform Government Committee will deliberate on the basic directions for implementing a digital platform government, and to strengthen accountability, the introduction of responsible supervision to manage quality by a professional inspection company will be promoted.
◆ Expanding the opening of national knowledge and culture information
Ministry of Culture, Sports and Tourism The National Library of Korea is a treasure trove of data with 1400 million volumes, the largest book collection in Korea.
In addition, as the OAK (Open Access Korea) national repository operating agency, we have been exploring ways with public and private organizations, domestic academic societies, and AI development companies to actively utilize academic data that guarantees up-to-dateness and expertise for AI learning and research.
Accordingly, the National Library of Korea promotes the provision and opening of reliable data that can be used with confidence in the AI era.
First, through the Korean Memory Project, about 122 materials, including images and videos, from 26 cultural and arts institutions across the country, including museums and art galleries, as well as library materials, were digitized.
The National Library of Korea plans to curate them under various topics and provide them through the Korean Memory platform starting in the second half of this year.
This is expected to contribute to laying the foundation for building an AI ecosystem by providing data with reliability and diversity (including 22 pieces of original data with copyrights resolved) that are essential for AI learning.
In addition, we plan to contribute to creating a new AI era by lowering data barriers through systematic dataization and active opening of national knowledge and cultural resources.
