□ Busan City (Mayor Park Hyung-joon) announced that it has completed the development of the lost and found service ‘Finding All’, which was selected as a public offering project for the ‘Blockchain Specialized Cluster Creation Project’, and is launching it in earnest on the market.

○ This project is a Sejong Telecom Consortium (BNK System participation) project selected in this year's open project competition for the "Blockchain Specialized Cluster Creation Project" (2024-2026, total 200 billion won) hosted by the city and the Ministry of Science and ICT and implemented by Busan Techno Park, and has made its official debut after systematic technology development.

 

□ 'Finding All' is a groundbreaking solution that simplifies and connects the return of lost items, which occurs thousands of times a day, into a single network. It was developed to solve the problem that only half of the lost items are returned each year and the process of finding lost items causes confusion and inconvenience to owners.

○ According to statistics from the National Police Agency Lost and Found Center, approximately 100 million lost items occur each year, an average of over 3 per day. However, only about half of them are returned to their original owners.

○ The number of unreported lost items is expected to be higher due to the inconvenience and hassle of having to personally report and visit the lost and found centers located in various organizations such as subways, buses, and taxis, and the fact that the finder also has to go through a separate reporting process.

It is a mobile and web-based service that precisely analyzes the image of a lost item using artificial intelligence (AI) technology, compares similarities in real time, and provides the most appropriate matching information to the user.

○ Anyone can directly register lost items regardless of time and place, and it is expected that searches will be convenient and quick returns will be possible.

○ Prevent disputes in advance by preventing forgery and falsification through blockchain technology, thereby preventing potential problems such as fraudulent acquisition and legal disputes, and ensure the reliability of information by clearly recording all information.

 

□ 'Finding All' has improved user convenience by allowing searches to be conducted in conjunction with the National Police Agency's Lost and Found Management System (Lost 112) with a single app, and also provides multilingual services in five languages: Chinese, Japanese, English, Spanish, and Vietnamese for foreigners visiting Busan, including tourists.

○ By linking with the lost item information of the National Police Agency’s Lost and Found Integrated Management System (Lost 112), users can also search for lost items registered with the National Police Agency using only the ‘Finding All’ app.

○ In order to increase the return rate of lost items from finders, a function has been installed that can request help from users near the area where the item was lost via push notifications, and can also provide rewards.

 

□ In addition, 'Finding All' is introducing a 'corporate lost and found management solution' that can efficiently and integratedly manage the entire process from receiving lost items to management and return for operators of lost and found centers in public transportation, hotels, shopping malls, and theme parks.

○ Not only can we effectively block attempts at fraudulent acquisition through the chatbot system, but we can also significantly shorten customer response time through automatic responses to those reporting lost items.

 

□ In particular, 'Finding All' will not end with a simple service such as finding lost items, but will expand into a comprehensive service that uses related technologies to solve various social problems such as finding pets and missing people, and is preparing to expand nationwide starting from Busan.

○ By 2025, we plan to secure over 10 users and 600 partners in Busan and turn it into a powerful solution that connects the scattered lost and found storage centers into one.

 

□ To commemorate the official launch of ‘Finding All’, the city is hosting various events for citizens and businesses.

○ The first 1 new members who install the app will receive a QR code sticker and QR name tag. You can check the application method through the 'Finding All' app and website (findingall.co.kr), and it will be distributed for free on November 13th and 14th at the City Hall Station on Subway Line 1 and the passageway connecting the City Hall building.

○ The 'Corporate Lost and Found Management Solution' offers benefits such as free trials and free provision of QR code stickers to business owners who apply for the service by the end of this year. Applications can be made through the 'Finding All' website.
