◈ Ministry of Land, Infrastructure, and Transport Completed the 'Intelligent Transport System (ITS) Construction Project', a government-subsidized project (KRW 65 billion), and will begin implementing the 'Smart Traffic Signal Operation System' at major intersections starting in February.

◈ In addition, the nation's first 'Maritime Bridge Integrated Traffic Information Management System' has been established, enabling the linkage and integrated management of traffic information on the maritime bridge and access roads between Gwangan Bridge and Geoga-daero.

◈ Mayor Park Hyung-joon stated, “We will discover a transportation service model that citizens can experience, actively respond to changes in the future transportation environment, and establish a foundation for autonomous cooperative driving.”

□ Busan City (Mayor Park Hyung-joon) announced that it has completed the 'Intelligent Transportation System (ITS) Construction Project' that has been promoted since 2023, and will fully implement the 'Smart Traffic Signal Operation System' targeting major intersections starting in February.

○ The city is gradually expanding and introducing a ‘smart traffic signal operation system’ including ▲real-time signal information disclosure ▲smart response signals ▲real-time signal control ▲emergency vehicle priority signal system as part of the ‘Intelligent Transport System (ITS) Construction Project’ with a total project cost of KRW 65 billion secured with government subsidies from the Ministry of Land, Infrastructure, and Transport.

 

□ First, by establishing a ‘real-time signal information opening’ infrastructure, it will be possible to check real-time signal information through navigation in the Centum District.

○ The 'Real-time signal information opening service' is a function introduced to help with safe driving at intersections, such as preventing speeding and tailgating, by providing information on the remaining time of traffic lights at intersections along the route after setting a destination through navigation.

○ In September 2023, the city signed a business agreement with the Korea Road Traffic Authority and 9 local governments to 'build future convergence transportation infrastructure and promote services' and built related road infrastructure, including replacing existing devices with the latest standard signal controllers.

○ The service will first be launched through 'Kakao Navi' at 50 intersections in the Centum District, and plans are underway to expand the application to various mobility platforms such as 'T Map' and 'Hyundai Blue Link' in the future, and the target intersections for the service will also be expanded.

 

□ In addition, we will expand the construction of ‘smart intersections’ and introduce ‘smart sensitive signals’ and ‘real-time signal control systems’ that minimize congestion and smooth the flow of traffic by optimally controlling signals using traffic data.

○ The 'smart sensitive signal' is a system that reduces unnecessary traffic signals on secondary roads with little traffic and pedestrian traffic, and extends the green traffic signal on main roads to improve traffic conditions.

○ As of last year, it has been operating in 26 locations in the Gangseo and Gijang areas, and has shown the effect of increasing the green time in the main road by 38.8% (%) in Noksan Industrial Complex and 36.6% (%) in other areas. With this project, 11 locations in Gijang County, including Busan Memorial Park, have been expanded.

○ In addition, it is expected that real-time traffic conditions will improve by applying the optimal signal produced through the smart intersection, which collects and analyzes intersection traffic information with a ‘real-time signal control system’, to the Haeundae Beach Road area (Yacht Stadium - Dongbaek Intersection).

 

□ Next, we will expand the target area and scope of application of the ‘Emergency Vehicle Priority Signal System’ to overcome Busan’s poor road conditions and strengthen the system to secure golden time.

○ The 'Emergency Vehicle Priority Signal System' is a system that extends the green signal time in the direction of travel when an emergency vehicle requests a priority signal. 5 dedicated terminals have been distributed to ambulances in 29 fire stations and are currently being piloted. When the priority signal was applied, the travel time of emergency vehicles in 2021 decreased by 40 percent (%) and the travel speed increased by more than 80 percent (%).

○ Accordingly, in order to stably manage the emergency vehicle priority signal system, the city proposed the ‘Busan Metropolitan City Emergency Vehicle Priority Signal System Operation and Management Ordinance’ in August of last year (2024), expanded the target area to 8 hospitals, and expanded the scope of application of the emergency vehicle priority signal to the accident scene through linkage with the dispatch information of the Busan Fire and Disaster Headquarters.

 

□ In addition, as part of the 'Intelligent Transportation System (ITS) Construction Project', the city is the first in the country to construct and operate an 'Integrated Marine Bridge Traffic Information Management System' that enables the linkage and integrated management of traffic information on the marine bridge and access roads between Gwangandaegyo Bridge and Geoga-daero.

○ The 'Maritime Bridge Integrated Traffic Information Management System' was built to enable integrated management between different management entities of the maritime bridges, tunnels, and underpasses that form the axis connecting the Gwangan Bridge to Geoga-daero section.

○ Through this, traffic information that was previously managed in a scattered manner has been unified, making it possible to actively respond to changes in traffic demand and unexpected situations and share related information.

○ In addition, it is expected that traffic safety will be improved through traffic information collection cameras (CCTV) for license plate recognition, emergency situation radar detectors, and traffic information display boards installed to supplement the traffic information shadow sections in the information collection blind spots of the relevant section.

 

□ Meanwhile, the city plans to conduct an effectiveness analysis of the systems built through this project, and based on the analysis results, it plans to expand the provision section of the 'Smart Traffic Signal Operation System' by promoting the 'Real-time Intersection Information Service Construction Project' with a total project cost of 29 billion won this year in cooperation with the Traffic Information Service Center and the Busan National Police Agency.
