– Gwangju City, Survey on Employee Generative AI Utilization… 47.7% Job Application Rate
– Utilizing self-developed ‘AI spokesperson’ and ‘AI party leader’… Improving administrative efficiency
Gwangju City, an artificial intelligence (AI)-centered city, is actively introducing generative artificial intelligence (AI) throughout its administration and accelerating the realization of an AI-based transition to administration.
Gwangju Metropolitan City (Mayor Kang Ki-jung) recently conducted a 'survey on the status of use of generative artificial intelligence (AI)' targeting all employees, and the results showed that 47.7% of all respondents are already applying generative AI to their actual work.
This survey was conducted from March 3 to April 27, targeting a total of 4 Gwangju City public officials. It was conducted to deeply understand the current state of use of generative AI, which is rapidly spreading in the public sector, and to establish effective policy support directions in the future.
The survey results showed that 63.5% of generative AI users were using free services that could be used without separate costs. 28.5% were using accounts supported by Gwangju City, and 8% were using paid subscription services on an individual basis.
The most utilized service was 'Chat GPT', with 94% of the total using the platform, and the main purposes of use were ▲report writing (70.8%) ▲data analysis (9.6%) ▲design (1.1%), in that order. This shows that generative AI is contributing to greatly improving the efficiency of document writing work.
On the other hand, the main reasons given by employees who are not yet using generative AI were ‘lack of experience using it’ (64.7%) and ‘lack of recognition of the need’ (31.9%).
Based on these survey results, Gwangju City plans to pursue various follow-up measures to further increase the utilization of generative AI within the organization.
Gwangju City plans to conduct hands-on business utilization training and expert lectures in the first and second half of the year to strengthen the generative AI utilization capabilities of all employees. In addition, it plans to continue to support digital new technology subscription fees for 60 accounts for departments and individuals in the second half of the year.
This is to support employees to gain practical experience using AI and actively utilize various AI tools necessary for work.
In particular, Gwangju City has been drawing attention by actively utilizing the 'AI Spokesperson' service, an AI employee developed in-house, in administrative work since March of this year. 'AI Spokesperson' is an innovative generative AI chatbot that automatically creates drafts of press releases by simply inputting key information by learning various internal information such as Gwangju City's press release format, writing standards, and expression guidelines on Chat GPT-based technology.
The 'AI Spokesperson' service is significant in that it can be easily used by Gwangju city officials without separate budget investment and was developed by them. Through the use of the 'AI Spokesperson', employees can save time and effort in writing press releases and perform their work more efficiently.
In addition, the 'AI Party Manager', who was first specially hired in a metropolitan city in August of last year, is also being evaluated as leading the way in administrative innovation and convenience of civil complaints by fulfilling the role of a party manager, such as handling 8% of civil complaints.
The actual 'AI Party Manager' received a total of 8 civil complaints over a period of 2 months from August of last year to February of this year, and processed 7 of them, or 9853%. Of these, 84 civil complaints were handled, including 8272 complaints about public transportation and 768 simple responses.
The 'AI Party Manager' increases convenience of civil complaints by answering calls in real time (via voice and visual ARS) and automatically connecting them to the relevant civil complaint processing agency, such as the five autonomous districts or the Comprehensive Construction Headquarters, or forwarding them to the department in charge.
Park Hye-mi, Director of Data Information, said, “The use of generative AI to improve work efficiency and creativity is gradually spreading,” and added, “Gwangju City will actively support all employees to naturally adapt to the digital transformation through customized education and continuous support in the future, and will continue to expand AI technology for administrative innovation throughout the administration.”
