Goyang Special City (Mayor Lee Dong-hwan) is actively pursuing administrative innovations utilizing artificial intelligence (AI). Since declaring "AInomics" in its "G-nomics Five-Year Plan" last July, the city has been gradually introducing AI systems across its administrative structure.

 

This innovation encompasses a wide range of areas, including internal administration, civil service, talent development, and industrial cooperation, and focuses on providing customized services that citizens can actually experience.

 

First, the city established a dedicated artificial intelligence (AI) innovation task force (TF) team led by private sector experts in March of this year, laying the foundation for administrative transformation. In May, the city enacted the "Goyang City Artificial Intelligence Industry Promotion and Support Ordinance," establishing an AI administrative and industrial foundation in both organizational and institutional aspects.

 

Goyang Special City Mayor Lee Dong-hwan said, “Artificial intelligence (AI) goes beyond the purely technological stage and is a fundamental condition for all industries, including administration, logistics, and construction.” He added, “We will implement AI and data-based digital administration and actively introduce it across industries to make a leap forward as an ‘AI Special City.’”

The proposal for an "AI-based automated permit verification system," which won first place in the "AI Administrative Idea Contest" for employees held last June, is currently undergoing formal patent application under the city's name after consulting with a patent attorney. Furthermore, other promising ideas, such as an AI-powered automatic recommendation unmanned civil service issuance machine and AI-powered enhanced food foreign matter management, are being evaluated for potential policy implementation. This demonstrates how creative thinking within the organization is leading to administrative innovation.

 

Civil service is also evolving further. The city plans to establish a KakaoTalk-based, generative AI-based civil service system capable of responding 24/7. This system will link Goyang City and central government administrative systems for certificate issuance, tax payment, welfare, and health.

 

The idea is to implement an intelligent administrative service that can accurately answer even complex questions, thereby realizing customized administration that citizens can use without time or location constraints.

 

Last May, the government also achieved success in addressing the digital gap in administrative studies. Using artificial intelligence (AI), the government translated and digitized over 130,000 pages of old land registers, compiled between 1910 and 1975, into Korean. This was then linked to customized real estate services, including ancestral land search and individual land status inquiries.

 

In the past, we had to decipher Chinese documents one by one, but now we can quickly check land information with a single search.

 

The city is also pursuing the introduction of artificial intelligence (AI) to improve internal administrative efficiency. A recent employee survey revealed a growing demand for simple, repetitive tasks, such as answering questions about laws and guidelines, searching for information, and summarizing and drafting documents. Therefore, the city is considering introducing an AI assistant. The plan is to automate simple tasks, freeing up civil servants to focus on more creative and strategic work.

Goyang City is gradually expanding its base for fostering artificial intelligence (AI) talent and fostering an innovative ecosystem.

 

On October 29th, the "Goyang Smart City Center" will officially open within the Seongsa Creative Innovation Center. It will feature an exhibition of smart city project achievements, an open lab for technology development and demonstration, and a training center for citizens. The center will also operate talent development and practical training programs in conjunction with the Artificial Intelligence (AI) Campus, including AIoT (Intelligent Internet of Things) and digital twin training. The city envisions establishing this center as a platform to drive innovation within the region.

 

Furthermore, the "Gyeonggi Northern AI Campus," opening in the same location, will also begin full-scale implementation of specialized education programs for young people. In partnership with Baekseok High School, which was designated as an autonomous public high school, the campus will promote AI education in a connected elementary, middle, and high school environment, creating a virtuous cycle for nurturing future talent.

 

The company is also expanding its collaborative efforts with businesses. Last June, it signed an agreement with Lotte Shopping to "create an AI-based regional synergy and smart distribution ecosystem." The agreement includes joint initiatives such as citizen-first hiring, smart distribution collaboration, and AI experiential education programs. Furthermore, an AI experiential learning and promotional center for citizens will be established in unused space within the Lotte Logistics Center.

 

Meanwhile, the city has also established an institutional foundation for fostering and supporting the artificial intelligence (AI) industry. Based on this, the city plans to steadily pursue policies that will lead the fostering of the AI ​​industry, such as establishing basic plans, support projects, and establishing cooperative systems.
