In accordance with Article 30 of the “Act on the Creation of Smart Cities and Industrial Promotion, etc.”, etc., the “Smart City Development and Industrial Promotion Act” is being promoted to strengthen international cooperation and support overseas expansion in the smart city field.2026K-City Network Planned businessThe details of the contest are announced as follows.

1. Business Overview

(Summary) The K-City Network planning project is a global cooperation program that provides customized consulting services to solve problems in overseas cities based on Korea's experience in developing and operating smart cities.

ㅇ When foreign governments and international organizations submit smart city planning or smart solution planning project proposals to the secretariat, the projects to be supported are selected through review.

* Select and carry out projects subject to preliminary consulting through review of proposals prior to selection of support projects.

** Preliminary consulting involves conducting on-site investigations, coordinating the scope of work, and interviewing stakeholders in partner countries based on the contents of the proposal. Support projects are selected through evaluation among projects that have completed preliminary consulting.

ㅇ For selected projects, Korean experts will consult with stakeholders from partner countries to establish smart city plans or smart solution plans, and provide opportunities to strengthen the smart city-related capabilities of partner country officials through invitational training.

 

(Purpose) By proposing customized solutions to address urban issues in partner countries based on Korea's experience in developing smart cities, we will strengthen bilateral cooperation and contribute to sustainable development.

 

 

2. Applicant and Support Target Business

ㅇ Avoid simple land development, housing and building construction projects, and research projects, and seek to actively and urgently resolve urban issues specified in the proposal. Will of the applicant government*Prioritize large businesses

* Priority support is given to projects with high feasibility, such as priority projects promoted at the government/national level, projects for which a higher-level plan has been established, related laws/regulations have been enacted, or national/local budgets have been allocated.

 

ㅇ This project aims to link to subsequent main projects (public projects, PPP, private investment, etc.) for project implementation after planning, and will give priority to projects that meet the following requirements.

① In the case of a new urban development project, one of the following requirements must be met: (i) a development area designated by the state, (ii) national/public land, or (iii) a project for which land has been secured.

② In the case of projects requiring unit solutions to solve urban problems, the government's smart city laws and regulations and the government's funding plan when promoting demonstration projects.

③ After establishing a plan, a business that can receive support from the applicant country's government for commercialization

 

The following types of projects may have limited support during the selection process due to scope of work and budget constraints.

① Project to establish a comprehensive smart city strategy or roadmap at the national/city level

② Research projects for which follow-up main project implementation plans have not been specified (e.g., e-government, establishment of various information systems, etc.)

 

ㅇ If there is a history of cooperation with the Korean government, local governments, public institutions, research institutes, and private companies, please state this in the proposal.

* If there is evidence of cooperation with the relevant ministries, local governments, institutions, or companies, such as agreements or official documents, please submit them / The service provider will be selected through a separate bidding process at a later date.

 

3. Scope of support

(Types of Projects) Smart City Planning, Smart Solution Plan

o (Smart City Planning) Establishing a smart city master plan to strengthen the competitiveness of new and existing cities, and supporting priority projects including step-by-step implementation plans.

o (Smart Solution Plan) Support for planning and feasibility analysis required for the introduction, construction, and operation of customized smart solutions to solve existing urban problems.

 

(Consulting performance) The Secretariat selects a service provider through competitive bidding based on the scope of work determined in consultation with the government of the partner country, conducts planning and feasibility analysis, and provides the results to the government of the partner country.

ㅇ This project is carried out by a Korean service provider in consultation with the person in charge of the partner country, and the secretariat carries out consultations with the partner country for project management and commercialization.

 

(Invitational training) To strengthen the smart city capacity of partner countries Invitational training* and seminars, etc. 지원

* Invitation target, scale, timing, and content will be discussed later / Depending on the scale of support, the invitation cost may be partially borne by the partner country, and may be replaced with online training considering the partner country's circumstances.

 

(Selection method) Projects eligible for support will be selected based on the results of the preliminary consultation by the K-City Network Secretariat (KIND) and the evaluation by the selection committee (scheduled for January 2027).

* Before selecting a project to be supported, the Secretariat may, if necessary, conduct an on-site investigation of the project site in the applicant country and conduct face-to-face/non-face-to-face consultations with the person in charge to determine the specific scope of the task.

① Project selection is made through evaluation by the selection committee among projects that have completed pre-consultation, and the selection results are notified to the applicant organization by letter.

② Projects that have not completed pre-consultation will be evaluated by the selection committee. Projects that score 70 points or higher will be managed as a “2027 Support Candidate Pool,” and projects that score less than 70 points will be notified of elimination.

 

 

4. How to apply

(Submission period) Open all year round

* After reviewing the applications received by the Secretariat, the Secretariat will conduct preliminary consulting on promising projects based on the appropriateness of the project content and feasibility of commercialization (up to 7 cases).

5. Main Schedule

1) The main schedule may be subject to change.

2) The Secretariat will select the candidates for pre-consultation through a review of proposals, and will contact the applicant country (organization) separately.

3) The selected project will be carried out by selecting a service provider through competitive bidding in Korea.

4) Key schedules such as commencement, mid-term, and final report meetings, invitation training (linked to the World Smart City Expo), etc. will be discussed later.
