◈ Establishment and implementation of the "2026 Busan Metropolitan City Artificial Intelligence Administration Promotion Plan" to systematically introduce and spread artificial intelligence throughout the administration.
◈ With the vision of 'A global intelligent administrative AI city that grows together with citizens', two major priority tasks have been set: ▲AI-based intelligent administrative innovation and ▲dissemination of empathetic AI that changes daily life.
◈ The city plans to innovate its work methods by internalizing artificial intelligence throughout its administration and enhance the convenience and satisfaction of administrative services through AI-based administration that citizens can experience in their daily lives.
□ Busan City (Mayor Park Hyung-jun) announced that it will establish the “2026 Busan Metropolitan City Artificial Intelligence Administration Promotion Plan” to systematically introduce and expand artificial intelligence (AI) throughout the administration and begin full-scale implementation of intelligent administration.
○ This implementation plan is a comprehensive plan established annually in accordance with Article 5 of the “Busan Metropolitan City Ordinance on the Promotion of Artificial Intelligence Administration,” and focuses on increasing the efficiency of administrative work by utilizing artificial intelligence (AI) technology and expanding administrative services that citizens can experience in their daily lives.
□ With the vision of becoming a “global intelligent administrative AI city that grows together with its citizens,” the city has set two key priorities: ▲AI-based intelligent administrative innovation and ▲ expansion of empathetic AI that changes daily life. It plans to implement a total of 38 detailed tasks in stages.
□ [Artificial Intelligence (AI)-based Intelligent Administrative Innovation] The goal is to innovate work methods by internalizing artificial intelligence throughout the administration and establish a more efficient and reliable administrative system.
○ To this end, Busan-type artificial intelligence (AI) administrative services will be enhanced and a general-purpose artificial intelligence (AI) work support environment will be established to increase civil servants' work productivity, and artificial intelligence (AI)-based facilities (infrastructure) will be expanded to establish a stable foundation for utilization.
○ In addition, we plan to foster practical AI talent through training to strengthen the capabilities of civil servants in utilizing artificial intelligence (AI) and operating AI learning groups, while simultaneously implementing ethical guidelines for the use of generative AI and strengthening personal information protection.
□ [Expanding AI Empathy to Change Daily Life] We will expand AI services that allow citizens to experience change, focusing on areas closely related to daily life, such as civil complaints, welfare, jobs, and tourism.
○ In the welfare and care sector, we plan to enable citizens to easily access necessary information at any time through an artificial intelligence (AI) chatbot that provides 24-hour consultations and an integrated care information guidance service, and to apply safety monitoring utilizing artificial intelligence (AI) and the Internet of Things (IoT) to residential facilities for the disabled and support sites for vulnerable groups to improve the quality and safety of care.
○ In addition, in the employment sector, we plan to increase convenience for job seekers by providing AI-based job information and customized counseling, and in the culture and tourism sector, we plan to further enhance convenience for citizens and foreign visitors by introducing an AI service that recommends customized books by analyzing users' interests and borrowing history, and expanding support for the production of AI-based foreign language menus for restaurants.
□ In addition, in the fields of disaster, safety, transportation, cities, and industry, we will establish a system to detect accidents and risk factors in advance and respond proactively by utilizing AI-based analysis and prediction technologies.
○ We will expand the use of artificial intelligence (AI) in areas directly related to citizen safety, such as AI safety monitoring to prevent fires in traditional markets, intelligent traffic management to predict traffic congestion and accident risks, and AI safety management to detect abnormalities in bridges and urban facilities at an early stage.
○ Through this, we plan to promote artificial intelligence administration that allows citizens to experience safety and convenience in their daily lives, such as by increasing the speed of disaster response and improving the efficiency of city operations.
□ Park Geun-rok, Director of the City Administration and Autonomy Bureau, said, “This ‘AI Administration Promotion Plan’ is to internalize artificial intelligence (AI) throughout the administration to innovate the way we work and implement an administration where citizens can actually feel the changes.” He added, “We will continue to increase the convenience and satisfaction of administrative services through AI administration that citizens can feel in their daily lives.”
