2024 K-City Network planning project

Summary

  • K-City Network Global Cooperation Program provides professional support on planning/feasibility analysis and capacity building for smart city projects selected through this Call for Projects. Projects eligible for application include – but not limited to – conducting a city-level development or regeneration project by supporting smart city planning or smart solution planning to tackle urban problems or to enhance efficiency of urban services.
  • K-City Network Program supports two types of projects;
    • Smart City Planning: Developing/regenerating into a smart city by adopting multiple smart solutions with land-use plan to the urban areas (Green and Brown field) (ex: smart city basic plan, master plan and etc.)
    • Smart Solution Planning: Adopting smart solution for existing urban areas (ex: smart mobility, smart city operation center, and etc.)

Purpose

  • The Korean government aims to support the planning, feasibility analysis, and capacity building necessary for high-priority smart city projects proposed by central or local governments of partner countries through this Program. By doing so, the government hopes to facilitate public-private cooperation between Korea and partner countries and contribute to the sustainable urban development of partner countries.

Project Description

When foreign governments and organizations apply for a project proposal* for smart city development or smart solution introduction to solve urban problems, projects to be supported are selected through screening**, and Korean experts discuss the selected projects with stakeholders in the applicant country. Establish a smart city plan or smart solution plan through consultation, and provide capacity building for personnel in the applicant country through invitational training.

* Classified as 'smart city planning' to support the establishment of smart city plans for new cities or urban regeneration projects in the applicant country, and 'smart solution planning' to introduce smart solutions and review feasibility in existing cities.
** After reviewing the proposal documents, we plan to conduct preliminary consulting, including expert fieldwork and consultation with the partner country.

Eligible Applicants

  • Central/federal governments, regional/local/municipal governments (joint consortiums consisting of central/federal government(s) and regional/local/municipal government(s)) and International Organizations may apply for support its' client countries.
  • Government related Organizations
  • International organizations (Multilateral Development Banks/ Regional Development Banks)
  • Each applicant may propose only one (1) project for a city/region under its jurisdiction.
  • An applicant can submit one or multiple project proposals, but the proposals must be for only one city/region.
    • If the proposed project site falls under the jurisdiction of multiple entities or involves multiple entities, the applicant must specify the leading entity and the roles and responsibilities of each entity involved.

* If the target site spans the jurisdiction of two or more institutions, or if there are more than one related institution, it is necessary to determine the competent authority for the project and specify the role of each institution.

Target Projects

  • K-City Network Global Cooperation Program calls for projects which seek to plan and develop a new and legacy city as a future-proof smart city from the initial stage; to regenerate declining areas or adopt smart solutions to solve urban problems.
  • Priority is given to national/government-level smart city projects that are aimed at addressing urgent urban issues; projects of relatively low priority such as housing site development, Housing/building construction, or research, are discouraged.
    • K-City Network Committee prioritize projects that have high possibility of realization: projects of top national priority; projects which have general plans and relevant law/regulation established; and projects with allocated national budget.
  • Please specify in the application form if any Korean ministry, municipality, institution, or company was/is involved in the project.
    • Please attach any agreement or letter that proves the involvement and collaboration of Korean entities for the project. However, such information and documents are only for reference purposes
    • Please note that consultants for K-City Network Global Cooperation Program is selected through a separate bidding process at a later date.

Scale of Support

  • This program supports for each individual project in planning, feasibility study and capacity building. The budget for each project’s planning/analysis and capacity building is supported up to 450,000 USD(600 million Korean won).
    • The K-City Network Committee will decide the number of selected projects, the funding amount for each project, and the proportion of Smart City Planning and Smart Solution Planning projects based on the budget availability of the Korean government.

Planning/Feasibility Study Support for Smart City Project

  • For a Smart City Planning project, support will be provided on establishing plans, conducting (preliminary) feasibility study, etc. for the new city development or urban regeneration carried out under the project which involves adoption of multiple smart solutions. For a Smart Solution Planning project, support will be provided on planning/feasibility study for introduction, establishment, and operation of a specific smart solution adopted under the project.

* Adopting multiple smart solutions for smart city development/regeneration will be classified as 'Smart City'-type projects and adopting a single smart solution will be classified as 'Smart Solution'-type projects.

Candidate Cities

● This program will support for each individual project in planning, feasibility study and capacity building. The budget for each project’s planning/analysis and capacity building ranges a minimum XNUMX USD, and up to XNUMX USD. (From XNUMX million Korean won to XNUMX million Korean won)

Scale of Support

A minimum of 3 million won to a maximum of 5 million won per individual project, such as planning/feasibility analysis and invitational training, by selecting a project to be supported

Urban development type is for new city development or urban regeneration projects including multiple smart solutions. 2022 smart city planning establishment project

Summary

K-City Network Project Preparation Support Program provides professional support on planning/feasibility analysis and capacity building for smart city development projects selected through this Call for Projects. Projects eligible for application include – but not limited to – adopting a single smart solution to tackle urban problems or to enhance efficiency of urban services, or conducting a city-level development or regeneration project by adopting multiple smart solutions*.

*Adopting a single smart solution will be classified as 'Smart Solution'-type projects, and adopting multiple smart solutions for smart city development/regeneration will be classified as 'Smart City'-type projects.

Purpose

Korean government aims to contribute to the realization of high-priority smart city projects proposed by central or local governments of partner countries and facilitate public-private cooperation between Korea and partner countries, by providing necessary support on planning, feasibility analysis and capacity building under this Program.

Project Description

Central/federal governments, regional/local/municipal governments and international organizations (joint consortiums consisting of central/federal government(s) and regional/local/municipal government(s)) may apply for support of K-City Network Program

Eligible Applicants

K-City Network Program calls for projects which seek to adopt smart solutions to solve urban problems; to regenerate declined/decaying areas; or to plan and develop a new city as a future-proof smart city from the initial stage.

For cities under jurisdiction by applicants 1dog project only Can apply
* If the target site spans the jurisdiction of two or more institutions, or if there are more than one related institution, it is necessary to determine the competent authority for the project and specify the role of each institution.

Candidate Cities

Up to seven (7) project proposals will be selected as recipients of support in planning, feasibility study and capacity building for their smart city development projects. Budget for each project’s planning/analysis and capacity building will be around 0.4 mil. USD, and up to 0.8 mil. USD. (From 200 million Korean won to 1 trillion Korean won)

(planning) Solution type supports planning and feasibility analysis necessary for the introduction, construction, and operation of specific smart solutions, and urban development type establishes upper/lower plans for urban regeneration or new city development projects including multiple smart solutions, (preliminary ) support feasibility analysis, etc.

Scale of Support

Select smart city development projects in up to 7 cities to support at least 2 million won to up to 10 billion won per individual project such as planning/feasibility analysis, invitational training, etc.
