From the 25th, a new business contest will be launched to activate the deferred regulatory system* (hereinafter referred to as the regulated sandbox) in the smart city's national pilot cities (Sejong, Busan).
* (Regulatory grace system) A system that grants special exceptions for new products and services utilizing new technologies to be able to market and test and verify the current regulations under certain conditions (period, place, scale).

The Ministry of Land, Infrastructure, and Transport (Minister Kim Hyeon-mi) announced that it would hold a new contest for the “National pilot smart city regulatory sandbox activation project” as the smart city regulatory sandbox system was implemented in earnest from February this year.

This project is a project that comprehensively supports regulatory exemptions and demonstration project costs so that private enterprises can demonstrate and link innovation services planned to be introduced to the national pilot cities (Sejong and Busan) without restrictions.

This competition will be conducted in two ways: designated competition and free competition to discover tasks that are highly connected with pilot city services* and have great regulatory improvement effects.
* 8 services in 38 areas included in the national pilot city service road map (☞ Refer to [Reference 1])

(Designated Competition) Sejong presented four services such as energy smart transaction management and smart integrated delivery service, and Busan provided four services such as health token and artificial intelligence (AI) emergency medical service as designated competition areas.

(Free competition) Among the services included in the national pilot city service road map 1.0, it is possible to propose creative service ideas held by companies in areas other than designated services.

Companies with creative ideas and innovative technologies in the public offering project can participate in various forms, such as single or allied (consortium), and the submitted tasks are subject to a limited amount of regulatory exemptions through the regulatory sandbox system if the need is recognized after regulatory review (4 Within a year, it can be extended once).

<Smart city regulatory sandbox>

ㅇ (Background) Introduced the'Smart City Regulation Exemption System' under the'Smart City Act' so that the private sector can demonstrate or commercialize innovative technologies and services within the smart city without restrictions.

ㅇ (Procedure) If a business operator who wants to receive a regulatory exception applies for a smart innovation project or a demonstration project in a region designated as a smart regulatory innovation district, it is temporarily limited when it is approved through consultation with relevant ministries, special regulations on special regulations, and deliberation and resolution by the National Smart City Committee. Business implementation (within 4 years, can be extended once)

On the other hand, the final selected company is partially supported* with a demonstration cost of less than 5 million won for each project, and local businesses** are also awarded in order to activate the local industrial ecosystem.
* Government subsidy ratio: Within 50% of large companies, 60% of mid-sized companies, and 75% of small and medium enterprises
** Scope of local material recognition: (Sejong) Sejong, Daejeon, Chungcheongnam-do, Chungcheongbuk-do / (Busan) Busan Metropolitan City

Companies applying for the regulatory sandbox vitalization project can select the desired region and service sector, prepare application documents such as business execution plans, and submit applications at the Korea Agency for Infrastructure Technology Advancement (KAIA) from July 7th (Mon) 27:9 am to 28th (Tue) 15:XNUMX pm.

The support project will be confirmed through the process of finalizing the targets for deliberation of the regulatory submission for written and presentation evaluation, and an online briefing session* will also be held to help understand the competition.
