ㅇ In accordance with the guidelines for social distancing to prevent the spread of COVID-19, a total of 7 cases, including 9 cases of empirical special cases and 7 cases without regulation, were resolved in this committee, which was held for 16 days in written review. Through this, a total of 6 difficulties in regulations related to smart city technology and services were resolved within six months of implementation.

□ The Ministry of Land, Infrastructure, and Transport introduced a smart city-type regulatory sandbox system in February this year for the purpose of supporting the private sector to demonstrate or commercialize innovative technologies and services within the smart city without regulatory restrictions.

ㅇ For projects approved as regulatory sandboxes, the project implementer may temporarily implement a demonstration project (within 4 years, can be extended once) in the target area to verify service effectiveness, safety and the necessity of legal maintenance.

ㅇ In addition, if the project is selected as a commercialization support project in consideration of the innovation and expected effects of the project among the approved projects, a partial empirical cost of up to 5 million won per project will be provided.

□ Five cities were designated as smart regulatory innovation districts (Sejong, Busan, Incheon, Bucheon, Siheung) in the first regulatory sandbox deliberation by the National Smart Cities Committee, and in the areas of mobility, energy, health, and platforms, A total of 1 smart demonstration projects were resolved.

ㅇ In the field of mobility: ① Electric kickboard sharing service linked with battery station, ② Smart mobility living lab linked with demand-responsive public transportation and shared vehicles, and personal mobility, and ③ Intelligent rides between passengers with similar routes when calling a taxi through a dedicated app Short-distance shared taxi service, ④ A demand-response bus service that operates flexible routes when passengers select the departure point and destination of the bus stop were given special regulations as a smart demonstration project.

ㅇ In the energy field, ① city gas pipeline safety management service that complements the limitations of the existing patrol inspection method using drones and Internet of Things (IoT) received regulatory special cases as a smart demonstration project, ② energy by generation using smart meter meters In the case of the apartment energy integrated remote meter reading service, which collects and manages data, it was deliberated that the project could be implemented due to the lack of regulation.

ㅇ In the field of health: ① IoT-based operation assistance system for improving the mobility of wheelchair (electrical security equipment) users, ② care service for chronically ill patients, which provides customized health information by combining personal health data and hospital medical information, received special cases for demonstration. In an emergency, the patient's biometric information is transmitted to a remote doctor and an emergency video-medicine instruction system is available for emergency medical personnel to receive remote instructions, ④ Transfer service for the physically weak using an autonomous robot, ⑤ Dynamic walking data using artificial intelligence In the case of an artificial intelligence-based dynamic data service that analyzes data and recommends personalized exercise programs, it was found that the project could be implemented because it does not fall under the current regulations.

ㅇ In the platform and other fields, ① route guidance and non-face-to-face order payment platform service for the visually impaired, ② a shared economy platform for smart city operation, exemplified special cases, ③ Edutech cloud service that supports the implementation of high school credit system, ④ Augmented Reality In the case of urban information provision service using technology, ⑤ water circulation type permeable block packaging and automatic sprinkling system, it was deliberated that the project could be implemented according to the current law.
