⑦ In order to prevent the illegal use of medical information, when medical institutions provide medical records to the patient's family, they must go through a separate consent procedure for each patient.

⑧ The medical institution/patient/patient's family must draw up a contract (a civil three-party contract) containing all of the above and discuss it. The contract should specify the medical institution's liability for damages in case of information leakage or breach of contract following the transmission of medical information.
