Approval of 7 smart services to solve urban problems
– A total of 1 regulations were eased within 4 year and 32 months of implementing the smart city regulatory sandbox –

□ The Ministry of Land, Infrastructure, and Transport held the 14th National Smart City Committee and deliberated on smart services to solve urban problems in five regions, including Busan, Daegu, and Jeju Island, as a smart city regulation sandbox* agenda.
* A system that gives special cases for new products and services using new technologies to allow market launch, test and verification by delaying the current regulations under certain conditions (period, place, scale)

< Summary of the 14th National Smart City Committee Deliberation >
ㅇ Time/所 : '21.7.16 (Fri) ~ 7.21 (Wed) 6 days of written deliberation
ㅇ Member: A total of 25 government and private members, including land, science and technology, equipment, and MOPAS
ㅇ Agenda: Approval of the second smart city regulatory sandbox in '21 (2 smart demonstration projects, 7 business change)

ㅇ In accordance with the guidelines for social distancing to prevent the spread of COVID-19, the committee, which was held for six days through written deliberation, approved 6 new tasks, including 6 special cases for demonstration and 1 case for no regulation. As a result, a total of 7 smart city technology and service-related regulatory difficulties were resolved within 16 months of implementation.

ㅇ If a company receives a smart city regulatory sandbox demonstration exception, it will be able to experiment with innovative services in the region for a demonstration period of less than 4 years according to the approved business plan regardless of related regulations.
The main contents of the seven approved projects are as follows.

□ As a service in the transportation sector, the 'Traffic Big Data Platform Project' (Soul Infotech) in Suwon City is carried out with an empirical exception. Based on transportation card data, it is a service that places a personal mobility station in a place where a lot of public transportation users get off, or analyzes the location of a commercial district with a focus on floating population.

ㅇ In Sejong City, 'AI traffic light' (Autovision) receives a special demonstration and tests its performance and effect for 24 months. This is to improve the fixed traffic light system, where the signal changes at a set time period regardless of the current traffic volume. The 'AI traffic light' detects the number of vehicles at the intersection and pedestrians in the crosswalk in real time through image recognition and analyzes it to generate an optimal signal. do.

ㅇ In Daegu (GNT Solution) and Sejong (forty-to-dot) regions, a special demonstration was given so that demand-response buses* could be operated in downtown areas. The demand-response bus has been demonstrated in Sejong and Incheon, and it is a service with high resident satisfaction by dramatically reducing bus waiting time and travel time. This time, the regulatory sandbox was approved and expanded to other regions.
* A bus that changes routes in real time according to passenger demand. When a passenger calls from the platform (App), the location and route of the passenger are analyzed with an AI algorithm to derive the optimal route
** (Incheon, I-MOD) Bus average waiting time reduced by 80% (78 minutes → 13 minutes), travel time reduced by 40% (Sejong, Shuttle) Reduced travel distance to the bus stop and reduced waiting time and travel time by more than 50% on average

□ In Busan, a special demonstration was approved for the 'Drone-based Flood Prediction System' (Sejeong I&C) as a life and safety service. It consists of a service that builds 3D topographic data using drones and predicts flooding according to rainfall based on this, or notifies disaster situations such as floods in advance.

ㅇ In Daegu City, it was possible to demonstrate the '300-minute smart water purification technology', which shortens the water purification system that used to take about 3 minutes to 3 minutes to produce edible water. The demonstration project will be conducted for 24 months at the Daegu National Water Industry Cluster.

□ The smart city regulatory sandbox tasks approved this time improved the system that was limited to only five smart regulatory innovation districts such as the National Pilot Smart City (Sejong and Busan) (enforcement of the Smart City Act of '5), so that the regional scope is nationwide. This is the first case of approval since it was expanded to .

ㅇ The demand for demonstrating smart city services in new areas such as Jeju, Suwon, and Daegu is reflected, and in the case of a demand-response mobility demonstration project that has a precedent for receiving the same regulatory exception, it is possible to obtain a regulatory special by simplifying the procedure. Fast track applied.

ㅇ The projects approved this time are scheduled to start in the second half of the year after reviewing the purchase of liability insurance and the appropriateness of the demonstration project cost.
* Demonstration period within 4 years (can be extended once), support within 1 million won per project

□ Ministry of Land, Infrastructure, and Transport Urban Economy Division Director Yoon Eui-sik said, “We are conducting online* online application and pre-consulting at all times so that companies who want to experiment with new innovative services can conveniently use the smart city regulatory sandbox.”

ㅇ He said, “We are also operating the 'Regulation Expedited Confirmation System', which checks whether the business that a company wants to conduct violates regulations within 30 days, so we hope that Korean companies will use it actively.”
