-“The private sector will present a large framework for innovation and agree to fill it with the government”

□ Minister Won Hee-ryong presided over the kick-off meeting of the Mobility Innovation Committee.
□ Announcement of the mobility innovation roadmap in August after discussions with private experts

□ The Mobility Innovation Committee was launched to discuss the mobility innovation policy, which is the national core strategy, on the eve of the full-fledged opening of the mobility era.

ㅇ The committee is composed of industry experts from sprout companies (start-ups) to large corporations, who work directly in the field, and a total of 4 people from the four fields of autonomous vehicles, urban air traffic (UAM), digital logistics, and mobility services will participate.

ㅇ Minister Won, who emphasized mobility innovation with his inauguration (May 5.16, inauguration), will directly co-chair with Professor Ha Heon-koo of Inha University. to be.

* (Date/Location) '22.6.30 (Thu) 14:00~15:30 / CJ Logis Park (48 Dongtan Logistics-Ro, Hwaseong-si, Gyeonggi-do)
□ Through the meeting, the committee set the basic direction of the mobility innovation roadmap as: ➊Private-led innovation, ➋Comprehensive plan establishment in all areas of mobility, ➌People's tangible service-centered, ➍Spatial structure change connection.

□ In particular, as the composition of the committee in which private experts participate, the members who attended formed a consensus that mobility innovation can be achieved under the structure of 'private initiative – government support'.

ㅇ The members emphasized that the government should generously open up opportunities for innovation to the private sector. In particular, they presented drastic regulatory improvement and preemptive government investment in key technologies and services as top priorities.

ㅇ Therefore, it was decided to discuss issues centered on ➊overcoming unnecessary regulations, ➋expansion of core technology and service demonstration and commercialization support, ➌support for research and development of core technologies, and ➍expansion of mobility-friendly infrastructure.

ㅇ The Ministry of Land, Infrastructure, and Transport also decided to actively support the entire process of future committee discussions, reviewing the issues being discussed from various angles, and adding strength to develop into actionable measures.

□ Meanwhile, before the kick-off meeting, Minister Won visited the TES (Technology, Engineering, System & Solition) Innovation Center operated by CJ Logistics together with private members and observed a demonstration of various digital logistics technologies.

ㅇ After observing the technology demonstration, Minister Won said, “It is refreshing to see the site where our logistics industry, which many people know as an industry under poor conditions, is being reborn as a core industry for the future.”

ㅇ “The government is also working to realize the on-demand mobility service that enables consumers to receive desired goods at the time they want by applying cutting-edge technologies such as robots and drones to not only logistics centers but also terminal delivery to be realized throughout the entire logistics process. We will spare no effort in providing the necessary support.”

□ The Mobility Innovation Committee plans to begin discussions by four divisions immediately after today's meeting and review key tasks that will be reflected in the roadmap.
ㅇ Minister Won Hee-ryong said, “If the Mobility Innovation Committee boldly discovers innovative tasks, the government will mobilize all policy tools to support it,” he said. Please discuss the tasks to be done together.”

ㅇ “Without forgetting that the key to success in the mobility era lies in presenting innovative services that people can see and feel with their eyes, we will include all the necessary policies in the roadmap and explain them in detail to the people in August,” he said. revealed

Key remarks at the Mobility Innovation Committee kick-off meeting

□ Regulatory reform is the top priority for mobility innovation

ㅇ Request a change in government regulatory policy perspective so that customary regulations can be boldly improved in line with changes in mobility conditions (negative regulatory system)

* It is necessary to review the gradual expansion of the flexible fare system to solve the late-night taxi crisis

ㅇ The role of the government is to complete the relevant system as soon as possible, as there is a risk that the inadequacy of the related system will act as a 'regulation'.

□ Technology and service demonstration needs to be expanded not only in terms of 'verification' but also in terms of enhancing public acceptance of new technologies and services.

ㅇ Based on the results of a large-scale demonstration project, it is necessary to improve the relevant regulations, 'linkage between demonstration and regulatory improvement'.

ㅇ Paid operation is also possible within the autonomous vehicle pilot operation zone. In order to support sprouting companies, bold regulatory exceptions are needed in other fields as well.

□ Public support is desperately needed for the growth of emerging companies in the mobility sector.

ㅇ It is necessary to strengthen the public support system by expanding the organization and manpower of public institutions that provide exclusive support for technology certification and research support.

ㅇ Request support so that the data held by the public can be actively opened and used by new companies without conditions

ㅇ It is necessary to strengthen communication activities at the government level through public-private seminars, etc. so that sprout companies can more accurately understand the government’s support.

□ It is necessary to consider the spatial structure changes brought about by core technologies such as autonomous driving.

ㅇ When future mobility such as autonomous driving is activated, existing urban planning, housing and architecture systems should be reorganized accordingly.

□ Innovation is urgently needed in terms of jobs as mobility innovation can create new jobs and improve the quality of existing jobs.
