Gimhae, the first smart city in Seoul to be certified by the government. A smart city refers to a 'smart city' where citizens can enjoy a convenient and pleasant life by solving various urban problems by combining new technologies such as information and communication technology (ICT) and big data.
What kind of efforts has Gimhae City, which has been recognized nationwide as a smart city, two years after the Ministry of Land, Infrastructure, and Transport’s smart city certification system was introduced?
Gimhae City established a smart city team in 4 to promote smart city projects in preparation for the 2019th industrial revolution era. The following year, the smart city team was promoted to the department-level smart city manager of four teams, and the smart city business began in earnest. In such a short period of time, it has achieved great results as the first smart city of the Seoul Metropolitan Government.
The city of Gimhae has been focusing on building smart systems in the five areas of infrastructure, tourism, environment, transportation, and facility management closely related to civic life, with active citizen participation such as public-private-private-industry-academic collaboration and living lab (community to solve problems of civic life). .
기반시설 분야는 스마트도시통합운영센터가 대표적이다. 김해시는 2014년 별관청사 1층에 CCTV통합관제센터인 스마트도시통합운영센터(김해365안전센터)를 개소해 방범, 주정차단속 등 CCTV 4,561대와 비상벨 233대를 관제하고 112, 119 종합상황실과 영상정보를 공유하는 스마트한 안전망을 갖춰 2018년 6월 전국 기초지자체 최초로 비즈니스연속성경영시스템(ISO22301) 국제인증을 획득했다. 김해시는 2017년 이곳에 스마트도시 통합플랫폼을 도입했고 서비스 수요가 급증하자 차량등록사업소 자리에 복합건물을 지어 내년에 스마트도시통합운영센터를 옮기고 홍보관과 영상체험공간을 추가 조성한다.

In the environmental field, IoT-based smart green city creation is representative, and from 2021, 167 billion won is being spent in Jinyeong-eup to promote smart ecological restoration, green line network, and smart environmental patrol. In addition, by increasing the IoT-based real-time fine dust measurement information infrastructure, it is currently operating 48 air pollution monitoring networks, 13 fine dust signal lights, and real-time odor monitoring services in major industrial complexes such as Jinyeong and Juchon.
교통 분야는 충전식 전기자전거 ‘타고가야’ 서비스가 대표적이다. 지난해 1월부터 오전 8시~오후 10시 연중무휴로 자전거 100대를 기본요금 500원에 대여 중이며 무선충전스테이션은 가야의 거리 일원 경전철역 4곳, 관광지 4곳, 공원 3곳 총 11곳에 설치됐다. 비대면 교통수단이자 주말 레저용으로 젊은 층의 인기를 얻으며 지난해 1월부터 올 6월까지 18개월 동안 4만3,000명(월평균 2,380명)이 이용했다.

The city of Gimhae has been promoting these projects, strengthening its policy network through business cooperation with many domestic and foreign organizations, and reflecting citizens' opinions by operating a citizen participation group and governance throughout the entire project process. In addition, since 2019, smart factories have been distributed, and there are about 750 smart factories, the largest number in the country.
This smart city creation capability led to the 2019 World Smart City Expo Awards Smart City Governance, the 2020 Public Data Analysis Contest Grand Prize, and the 2022 Republic of Korea Land Landfill MOLIT Minister's Award.
