Mun Seong-yo, head of the Ministry of Land, Infrastructure and Transport, gave a presentation on the Ministry of Land, Infrastructure, and Transport support plan for Buul-gyeong to grow into a Northeast Asian logistics hub that connects new airports and new ports, and to leap forward as a global ultra-wide area. In this plan, 1 tasks of three major promotion strategies were presented: ① completion of a one-hour living zone for Busan and Ulsan, ② fostering of industrial bases specialized for Busan and Ulsan, and ③ support for hosting and successfully hosting the 2030 World Expo.

1. Completion of 1-hour living zone for Gyeonggi-do and Busan

① Construction of the Southern Inland Railway (Gimcheon, Jinju, Tongyeong, and Geoje) through the western Gyeongnam area is planned to begin in 2024. In the meantime, there have been concerns about delays due to technical bidding failures for some tools, but we plan to proceed with a sense of speed as we started designing in June.

② The Busan-Yangsan-Ulsan metropolitan railway linking Bu-Ulsan and the pre-feasibility study for the southeastern circular metropolitan railway will be carried out without a hitch* and successfully implemented.

⑤ The Hamyang-Ulsan Expressway is scheduled to open in 2026. This expressway is a 144.6 km ultra-long-distance expressway connecting the east and west from Hamyang to Ulsan in the northwestern part of Gyeongsangnam-do. To this end, the Miryang-Ulsan section was opened in 2020, and the Changnyeong-Miryang section is scheduled to be completed in 2024 and the Hamyang-Changnyeong section in 2026.

⑥ Actively promote the establishment of a new urban railway in Ulsan. Ulsan is the only metropolitan city without an urban railway, and the establishment of a new urban railway has been one of Ulsan's long-cherished tasks. As the feasibility study for Line 1 and the preliminary feasibility study for Line 2 are currently underway, we plan to actively respond to each investigation process and visualize it.

⑦ The Sasang-Haeundae Expressway in Busan is promoted with a sense of speed. As this highway passed the private investment project review last September and the promotion of the private investment project was confirmed, the project proposal is currently being announced ('9 ~'22.10). When opened, it is expected to be of great help in fostering tourism and industrial belts in the southeastern region as it will complete the Busan-Gyeongnam Expressway circulation network by connecting the Namhae Expressway and the Donghae Expressway.

2. Fostering an industrial base specialized in Boo-Ul-Gyeong

⑧ Establish a national smart logistics platform so that Buulgyeong can grow into the center of the Northeast Asian logistics industry in connection with Gadeokdo New Airport and Busan/Jinhae New Port.

To this end, the detailed design currently in progress will be completed promptly, and construction will begin in the second half of next year to create a sense of speed.

⑩ Proactively foster Busan Eco Delta Smart City as a representative smart city model in Korea. Currently, negotiations are underway for preferred bidders for private companies, and next year, a public-private joint SPC will be established to implement various smart city services, and plans to expand services to the entire Buul-gyeong region.

⑪ Busan Centum 2 District Plans to actively support the urban convergence special zone (urban high-tech industrial complex) so that it can be built with a sense of speed. We will actively cooperate in resolving pending issues such as the relocation of Banyeo Agricultural Products Wholesale Market, and if the route for the access road is confirmed by Busan City, we will support related procedures such as a preliminary feasibility study to proceed quickly. In addition, the Ulsan Urban Convergence Special Zone Leading Project Site was reviewed on December 12.15th. ⑬ The Greenbelt, where all local governments are complaining of difficulties in terms of urban growth management, maintains the basic purpose of the system of preventing disorderly expansion of cities and preserving the environment. We plan to prepare and announce a system improvement plan in the first half of next year so that it can be flexibly applied according to the needs.

In addition, the Ministry of Land, Infrastructure, and Transport is implementing various innovation base fostering policies such as urban convergence special zones, campus innovation parks, investment leading zones, mobility innovation zones, and urban regeneration innovation zones so that innovative industries can take root in the region. We plan to actively apply it in connection with specialized industries. The projects will be conducted in a national public contest, and support will be provided for customized application to the Boulevard.

3. Support for attracting and successfully hosting the 2030 Global Expo

⑭ In order to support the successful hosting of the 2030 World Expo Busan, the International Railroad Cooperation Organization ministerial meeting will be held in Busan in June next year. The International Railroad Cooperation Organization is an international organization composed of 6 member countries and holds a ministerial meeting every year.

The Ministry of Land, Infrastructure, and Transport plans to inform the ministers and vice-ministers of each country visiting Busan at the International Railroad Cooperation Organization ministerial meeting and carry out promotional activities linked to the expo.

⑮ In 24, we plan to start relocating the railway facilities around the Busan North Port area, which is scheduled to be the main stage for the World Expo, and support the preparations for the Expo. When the railroad facilities are relocated, Busan City plans to newly develop the site and drastically improve the environment around the Busan North Port area. .

⑯ For the successful hosting of the fair, we plan to build a new airport on Gadeokdo Island as early as possible. To this end, a wide range of design and construction alternatives are being reviewed to shorten the construction period, and in particular, as the amendment to the 「Special Act on Construction of a New Airport in Gadeokdo Island」 has been proposed to enable land compensation to begin immediately after the establishment of the basic plan, we plan to actively respond to legislation. If the system is improved, it is expected that the start of construction can be greatly advanced through early compensation.


< Ministry of Land, Infrastructure, and Transport Operation of Regional Balanced Development Support Group >

The Ministry of Land, Infrastructure, and Transport will expand and reorganize the “Regional Balanced Development Support Group” and operate it in earnest, starting with the Busan-Ulgyeong Cooperation Meeting. This support group was an organization within the National Land Policy Bureau headed by the Director of the Ministry of Land, Infrastructure, and Transport, but was upgraded to the 1st Vice Minister of the Ministry of Land, Infrastructure, and Transport and the system was reorganized. It will be operated as a core organization that discovers local demand, resolves pending issues, and coordinates regional policies and projects within the Ministry of Land, Infrastructure, and Transport.

The system is largely centered on the regional development council chaired by the head of the Land and Urban Affairs Office, which is joined by 14 metropolitan local governments, supported by an expert advisory group supervised by the Korea Research Institute for Human Settlements and a group of public institutions such as Korea Land and Housing Corporation, Railway Corporation, and Road Corporation. It is a structure.

A Regional Balanced Development Planning Group is formed under the Regional Development Council to directly communicate with the region and review regional issues, and the relevant departments within the Ministry of Land, Infrastructure, and Transport, local land management offices, and exchange personnel from local governments will work together.

The Regional Development Council was formed and started operating last August, and the head of the Land and Urban Affairs Office and the heads of departments in the prefecture visited seven metropolitan local governments, including Gwangju, Daegu, Daejeon, Busan, Ulsan, Chungbuk, and Gyeongnam, to discuss pending issues. The Ministry of Land, Infrastructure, and Transport plans to visit the rest of the metropolitan governments to hold regional councils, and expand the operation by holding major local governments from next year.

Regarding current issues and suggestions in the region, the relevant department within the Ministry of Land, Infrastructure, and Transport will conduct a primary review, and will carry out supplementary work based on expertise by operating an expert advisory group and a public institution group in connection.

Through this process, we plan to prepare support strategies for each region next year and materialize support plans tailored to the region.
