On December 28th, <Urban Planning System Improvement Research Service Launch Reporting Meeting> will be held, and the public contest for local governments to demonstrate big data-based AI urban planning technology will begin ('22.12.28.~'23.1.26.). The main contents are as follows. Same as

1. Improvement of urban and county basic planning systems

Despite facing urban problems such as low birth rate, population decline due to aging, and low growth, the current urban and county master plan has a planning standard and establishment system in the era of population growth and high growth, so it is pointed out that it is difficult to respond to changes in the economic and social structure. .

Accordingly, the Ministry of Land, Infrastructure, and Transport is planning to launch the “Study on ways to improve urban and county basic planning systems in the era of population decline and low growth*” and revise the “Guidelines for Establishing Basic Plans for Towns and Counties” according to the results of the research service. .

The main directions of research are as follows.

① Review the improvement of the estimated population* based on the current resident population in consideration of changes in the residence and lifestyle of the people

* Estimating the population change prospects of the city for the next 20 years, used as a standard for calculating land development volume and establishing infrastructure, housing, and transportation plans

Due to the development of transportation, it is planned to review the improvement of the standard for estimation of the planned population so that new population concepts such as those who stay for a certain period of time, such as tourism, or those who do not live but come and go periodically, such as commuting to work or school, can be taken into account.

Through this, it is expected that urban development and infrastructure expansion will be possible even in depopulated areas by considering the living population.

② Consider establishing a new city type in urban planning to present a city development strategy in the era of population decline and low growth

Review the current growth type (population and employment increase) and mature and stable type (population and employment stagnation or decline) to review the establishment of a new city type* that can reflect population decline or declining urban conditions, and As such, it plans to present a plan for establishing urban and county basic plans, and to support the establishment of differentiated plans.

* Considering the city scale (metropolitan city, large city, small and medium-sized city, urban-rural complex city) and urban growth pattern (growth type, mature/stabilized type, reduced type, etc.)

Through this, it is expected that it will be transformed from growth management control and regulation-centered to urban planning that presents urban development strategies in the low-growth era.

③ Review the abolition of the phased distribution system for the amount of land that can be developed in the future (land planned for urbanization*) in order to respond quickly to new development demand

* Land that can be developed by converting undeveloped areas such as green areas into residential, commercial, and industrial areas

Currently, land for urbanization is classified by land use, such as residential, commercial, and industrial, and is distributed in stages by living area in the city and by 5-year unit, making it difficult to respond to new development demands due to changes in demand.

Therefore, it is planned to review system improvement so that the land for urbanization is managed only by the total amount by land use, and the local government reviews the adequacy according to the development demand and then flexibly decides the use of the land for urbanization.

* Establishment of adequacy review standards to prevent reckless development and overdevelopment

④ Consider expanding the scope of city/gun management plan decisions that can be made without changing the city/gun master plan to simplify the administrative procedures of local governments

Currently, the urban/county master plan presents the land use plan and urban planning facilities specified in the urban/county management plan in detail, so when changing land use and urban planning facilities, the urban/county basic plan must also be changed.

Accordingly, it is planned to simplify the contents of the urban/county master plan and expand the scope of change to the urban/county management plan without changing the urban/county master plan.

2. 「Big data-based artificial intelligence city planning R&D」 Demonstration contest for local governments

It is necessary to scientifically diagnose and predict the future for urban planning that flexibly responds to changes in circumstances such as population decline and flexibility in urban planning.

The Ministry of Land, Infrastructure, and Transport is promoting “Big Data-based Artificial Intelligence Urban Planning R&D*” and is planning to select local governments to establish scientific urban planning.

(Contest schedule) The contest will be held from December 28th to January 23th, 1 for local governments that are or are planning to establish city/county basic plans, and after evaluation by external experts, 26 places until April 23 plans to select the city of
