Promotion of export of smart technology to Korea, such as Jeju shared mobility business and prevention of dementia disappearance in Bucheon
The Ministry of Land, Infrastructure, and Transport promotes the export of Korean-style smart cities to 10 overseas cities every year. This is because domestic smart city creation projects are starting to show results, and love calls are pouring in from overseas to Korean companies that have smart city technologies. The government plans to provide support through related programs so that Korean companies' technologies and products can be demonstrated abroad.
According to the Ministry of Land, Infrastructure, and Transport on the 8th, smart technologies of 3 Korean companies have entered 21 countries over the past three years through the government's 'K-City Network' program. The 'K-City Network' global cooperation program is a project that supports master plan establishment and feasibility studies when foreign governments promote smart city projects, and shares Korea's smart city development experience and knowledge.
Representatively, Korea's 'smart integrated platform' has entered Mukda Hanju, Thailand, and is undergoing local demonstration. The smart integrated platform is a crime prevention and traffic information linkage system that was previously introduced in Korea. Since 2015, the Korean government has been working to build an urban safety net by linking crime prevention and traffic information operated individually by each local government into one integrated platform. Daejeon City introduced this platform to share CCTV images with the police and fire department. As a result, the crime rate in 2018 decreased by 6.2%p compared to the previous year, and the average dispatch time to 119 decreased by 1 minute and 28 seconds compared to the previous year.
Thailand's Mukdahan Province is building an integrated platform based on drones. The plan is to share video information captured by drones with the National Police Agency in Mukdahan State to monitor the safety of the national park and crack down on illegal logging in the border area near the Mekong River.
Regarding the establishment of a new capital in Indonesia, domestic smart city-related companies are expected to advance. Regarding the establishment of a smart city control center in Shinsudo, local companies have no experience in operating a city, so they plan to apply a Korean-style smart city to Shinsudo based on partnerships with domestic companies.
Such smart technology exports are the result of the domestic smart city creation project. The government selects more than 10 local governments every year to create smart cities and supports up to 200 billion won in national expenses. A MOLIT official explained, “Local governments that have received government support are using smart technology to significantly improve transportation, public order, and health services in cities, improving the quality of life for citizens.”
Jeju Island is the most representative region. Jeju Island is experiencing urban problems such as traffic congestion and parking difficulties due to the increase in vehicles, and a lack of electric vehicle charging infrastructure. Accordingly, a plan was made to solve the problem by creating a smart hub for living neighborhood facilities such as gas stations, marts, and convenience stores. A smart hub is a facility that provides services such as shared mobility such as demand-responsive buses and kickboards, and charging of electric vehicles. The purpose is to solve the problem by combining shared mobility and renewable energy. In 2020, Jeju Island was selected for the City Challenge contest and has been promoting the project since 2021. A total of 23 such facilities were created in the province, and a total of 1 people used shared mobility services. In the vicinity of Jeju Airport, a comprehensive smart plus hub is planned to be used to demonstrate the use of utility transfers and renewable energy.
Bucheon City is developing a service that uses artificial intelligence (AI) technology to analyze CCTV images to identify the movement routes of children under the age of 18, those with dementia, and those with autism. Currently, it is being piloted at Wonmi Police Station in Bucheon, and tests are being conducted to increase the accuracy of video analysis. In January of this year, Saudi Arabian government business officials visited Bucheon City to benchmark advanced smart city business cases.
Meanwhile, the government plans to actively publicize cases of successful overseas expansion of smart technologies through the World Smart City Expo (WSCE9) to be held in KINTEX, Ilsan in September. During the event, networking-oriented exhibitions such as experiential contents and in-booth consultations by theme such as smart mobility, governance, technology, and national pilot smart city will be organized.
