Gyeonggi-do held the '8 Active Administration Best Practices Contest' at the Gyeonggi-do Human Resources Development Center on the afternoon of the 2023th. This competition was designed to spread the culture of active administration in the public service community and select best practices that can be experienced by residents to encourage active administration in cities, counties, and public institutions, and marks its 3rd anniversary this year.

Active administration refers to the actions of public officials voluntarily improving unreasonable regulations or jumping into work on blind spots in the system and handling them with creativity and expertise for the public good.

The province selected the final excellent institution by reflecting the results of a public opinion survey of the 12 cases (6 cities and counties, 6 public institutions) that passed the pre-screening and preliminary screening in the main screening.

Results of the final screening ▲The best city/county was Hwaseong City's case of 'blocking the source of child traffic accidents and establishing a school zone pedestrian safety system using AI', and the best public institution was Gyeonggi Transportation Corporation's 'Gyeonggi-do Tok Bus (demand-responsive transportation, DRT). ) The case of ‘transportation business’ was selected. ▲Suwon City, Uijeongbu City, Gunpo City Corporation, and Yangju City Corporation were selected for excellence. ▲Goyang City, Anyang City, Siheung City, Hwaseong City Corporation, Seongnam Urban Development Corporation, and Uijeongbu City Facilities Management Corporation were selected for encouragement.

Hwaseong City, which won the grand prize in the city/county category, established the nation's first smart school zone pedestrian safety system using artificial intelligence technology. The pedestrian safety system opens the safety bar at the green light of the pedestrian signal along with voice guidance and closes it at the red light, preventing the risk of accidents due to unexpected situations such as jaywalking and unexpected departures that may occur in school zones. After pilot operation of the system, the number of jaywalking cases decreased by 141% from 4 to 97, confirming the effectiveness of the system.

Gyeonggi Transportation Corporation, which won the grand prize in the public institution category, promoted a 'Tik Bus' that would come when a passenger called at the desired time and place. Tokbus is a new concept of public transportation that transports passengers flexibly in response to their calls without a set route in transportation-vulnerable areas such as rural areas or newly built new cities. When a passenger enters the departure and arrival points using the 'Dokta' app, artificial intelligence (AI) checks the vehicle's location in real time and guides the boarding point and time to the nearest place to the passenger. Currently, 9 Tok buses are in operation in 94 cities and counties in the province, and were highly evaluated for solving the problem of public transportation blind spots in rural areas and urban centers.

The 12 selected excellent cities, counties and public institutions will be awarded the Governor's Certificate, which is an institutional commendation, and will be shared and promoted with other local governments and central ministries through the production and distribution of card news and best case studies on active administration best practices.

In addition, best practices will participate in the '2023 Active Administration Best Practices Contest' hosted by the Ministry of the Interior and Safety and compete with best practices across the country.

Park Won-yeol, head of the Provincial Regulatory Reform Department, said, “We will continue to spare no effort in providing support to cities, counties and public institutions so that they can carry out proactive administration that allows residents to experience changes.”
