The Presidential Local Era Committee (Chairman Woo Dong-gi) held the ‘Local Era Declaration Ceremony’ at the Busan International Finance Center at 9:14 on September 15 (Thursday) to meet the Yoon Seok-yeol administration’s national goal of “realizing a local era where everyone can live in Korea.” A legal and administrative foundation was laid for its completion.

In line with this, Gyeongsangbuk-do Governor Lee Cheol-woo, who is the head of the Korea City and Provincial Governors Association, leading the local era, enacted the "Gyeongsangbuk-do Local Autonomy Decentralization and Balanced Regional Development Ordinance" at the Gyeongbuk Provincial Council on the 12th for the first time in the country.

With the passing of this ordinance, the basis for forming the Gyeongsangbuk-do Local Government Committee has been laid, and unlike other provincial and provincial local councils, it is planned to allow not only metropolitan local governments but also basic local governments to play a leading role.

Accordingly, two provincial council members, the chairman of the Gyeongbuk Province Mayors' and County Governors' Association, and the chairman of the City and County Chairman's Association will be included as ex officio members, and in particular, representatives from all aspects of society, including universities, businesses, culture and tourism, social welfare, foreigners, youth, and agriculture, will be formed as members. .

In addition, with the inauguration of the 8th popularly elected governor, Lee Cheol-woo, governor of North Gyeongsang Province, set the 'local era led by Gyeongbuk' as the top priority goal of the provincial government in order to complete 'a new Republic of Korea with the power of Gyeongbuk', and established the right to self-organization and autonomy to strengthen solidarity and cooperation between local governments. We plan to raise our voices regarding legislative rights and autonomous planning rights.

In particular, on January 1 of this year, an organizational reorganization was carried out for the first time in the country to establish a local era policy bureau that integrates local decentralization, balanced development, youth, population, foreigners, and university policies, and local youth are expected to graduate from universities in the region and join local companies. By designing the 『Gyeongsangbuk-do, KU City Project』, which allows people to get a job and settle down in the region, we established a policy to overcome regional extinction and transition to an era of young people settling down in local areas.

Based on the 『KU City Project』, a youth settlement policy, the province was selected as the best organization in the country in the 14 Korea Youth Policy Evaluation at the Youth Day event hosted by the Office for Government Policy Coordination on the 2023th of this month.

This time, Gyeongbuk Province was selected as the best institution for promoting youth policies by life cycle, such as nurturing human resources in connection with local universities and supporting employment and settlement through collaboration with companies so that young people can receive education where they were born and pursue their dreams in the region. This part received high praise.

In addition, the concept of 『Youth = Vulnerable Group』 was introduced before the government, and youth were first defined as a housing vulnerable group, collaborating with Habitat Korea to support mobile youth housing, foster employment-oriented field-oriented talent through connection with local resources*, and youth policy portal " The background for the selection is also the promotion of projects such as linking local young talent and freelancers with jobs at local companies through “Youth e-Attraction.”

① Overcoming regional extinction and transitioning to a regional era. KU City+ Project
The plan is to implement selected public offering projects such as the Regional Innovation University Demonstration Project (RISE) and Glocal 30 in the local field through KU City, develop them, and complete them into a Gyeongbuk-type Opportunity Development Special Zone, a leading model in Korea.

To this end, we are attracting companies so that companies and regions can grow together, fostering integrated human resources among universities, colleges, and high schools, promoting regulatory innovation in location, industry, education, and medical life care, and creating campus-type creative housing where learning, work, and living are in harmony. We plan to create.

② Great transformation into a university leading the idea industry. K-Ivy Project
The 21st century is the era of the idea industry, and universities are the key. To this end, we are promoting a Gyeongbuk-type specialization-centered university with 1 city-gun-1 university-1 specialization (companies) and research/startup-centered specialization, Gyeongbuk-type EU university model, supporting full-cycle education programs for the underprivileged in the region, and creating a startup campus led by the 4th industry. fostering an idea startup valley.

③ Great transformation of the global open society. K-Silla Room Project
In order for Gyeongbuk to lead the change into a global open society that shares local values, a thorough support system will be established from entry to permanent residence.

Through the K-Dream Integrated Support Center, we plan to provide one-stop support from visa issuance to employment and residence arrangements, and operate the Gyeongbuk Global Institute to serve as an orientation for foreigners in the early stages of settlement, including Korean language education, Gyeongbuk studies, and employment and entrepreneurship education.

④ Attracting 1 foreign students. K-Dream Project
In response to regional extinction, we are seeking to attract 1 foreign students through regional specialized visas, K-GKS, etc. to secure industrial manpower that is lacking in the region. First, we plan to work with universities to attract top talent through overseas talent attraction briefing sessions and help them settle in the region through customized training tailored to corporate needs such as high-tech, manufacturing, and root industries, K-Dream integrated support, and family centers.

⑤ A major shift in the concept of population. K-Life Project
In order to quickly respond to the change in population concept paradigm from settled population-centered to living population-centered, a specialized acceptance posture and integrated support system for Gyeongbuk Province will be established.

Through the K-Life Center, we overcome the limitations of physical access for people in the metropolitan area and create an era of walk-in Gyeongbuk, spreading the K-Life model such as neighborhood villages to encourage local settlement and empty houses.・We plan to build a database (DB) to efficiently utilize idle resources such as closed schools and closed public facilities.

⑥ Great transition to a youth-centered society. K-Youth Highway Project
In addition to the existing youth policy of focusing on vulnerable groups and providing support by life cycle, we are now also promoting a youth success project so that we can grow together with Gyeongbuk.

First, we operate the K-Youth Success Running Mate Center to strengthen linkage with youth support policies and provide one-stop youth integrated services ranging from psychological stability to career paths and interpersonal relationships.

In addition, through the K-Youth Success Jump-Up Project, we will build a roadmap to support each stage of youth growth, such as school entrance, employment, settlement, and success, and establish a youth companion network such as peer counseling and cooperation between seniors and juniors and companies, and discover youth start-up ideas through youth counter-thinking competitions, etc. We plan to strengthen strategic support.

Lee Cheol-woo, governor of North Gyeongsang Province, said, “For a local era led by the region, local governments must be given authority to demonstrate corresponding capabilities. “For this, local governments must also change to field-centered platform governments,” he said.

He emphasized, “There is a need for a major transition to a decentralized national management system in which local governments, universities, and companies jointly plan to suit local circumstances, invest first in local areas, and then match back with the central government.”
