Implementation of a pilot project for demand-responsive public transportation that comes when called

Gyeongsangnam-do (Governor Park Wan-soo) announced that it will conduct a demand response public transportation platform (DRT) pilot project in Geoje-myeon, Geoje-si from October 4 to December 31.

Demand Responsive Transport (DRT) is an intermediate form of transportation between buses and taxis. When you call a bus using a calling app or phone, it moves to the current location of people moving to a similar place, picks them up, and then drops them off at their respective destinations.

 

Demand-responsive public transportation (DRT) is divided into types depending on the operation type of the route. The 'route departure type DRT' developed through this contest is characterized by operating according to existing bus routes and timetables, but not operating at stops that do not have call reservations.

 

Geoje-myeon, Geoje-si, a pilot area, currently has 7,065 residents, and the existing village bus routes start from the Geoje-myeon office and return to the myeon office via specific villages. The main usage pattern is to go out toward the Geoje-myeon office in the morning and return to the village, and in the afternoon, the remaining residents return to the village.

 

In the case of the 'Jukrim Route', a route subject to DRT, there is an oyster farm, so the number of users increases during the oyster harvest season. In the case of the 'Xi Route', there is a lot of demand for buses during commuting hours, so there is a lot of time when buses run with empty buses. Accordingly, the province introduced the 'DRT system' to improve problems such as continuous driving by crews.

 

The operation route is divided into ‘fixed operation route’ and ‘call operation’ section. The 'fixed route' section is the section between Geoje-myeon Office ~ Hwawon ~ Dongnim ~ Geoje-myeon Office, and the existing route and operation time are maintained. No separate call is required, and all you have to do is wait at the bus stop during the bus operation time.

The 'call operation' section will begin on October 4th with the Geoje-myeon Office - Jukrim, Geoje-myeon Office - Myeongjin, and Geoje-myeon Office - Xi'i sections, and after business stabilization, it will be expanded to include the Geoje-myeon Office - Sorang - Beop-dong and Geoje-myeon Office - Sandaldo routes in November. .

 

When using the route, you can board the bus by calling the call center (1877-5719) or using the app. Separately, among the 'call operation' sections, the Geoje-myeon Office - Xi route features a call bell at the Xi Apartment stop, allowing you to use the bus by using the bell.

 

Looking at DRT operation cases in other regions, Cheongju City reduced waiting time by 92%, vehicle distance traveled by 44%, and operating cost by 21% (KRW 1.8 million) compared to existing village buses, and Sejong City gradually converted village bus routes to demand-responsive buses. is switching to

 

Gyeongnam Province plans to analyze the operational performance of the Geoje-myeon pilot project in Geoje-si and build the platform in 2024, then gradually distribute regionally customized DRT to cities and counties that wish to build a demand-responsive public transportation platform.

 

Meanwhile, this pilot project participates in the ‘Purchase Conditional New Product Development Contest Project’ conducted by the Ministry of SMEs and Startups (Small and Medium Business Technology Information Promotion Agency) to expand bus operation efficiency, reduce operating costs, and improve transportation rights for remote residents and the public transportation operating environment. This is a pilot project being implemented.

According to Gyeongnam Province, the number of passengers using intercity buses in the province has decreased since the coronavirus outbreak, and sales have plummeted. The transportation industry is experiencing difficulties due to the slow recovery of intercity bus passengers compared to other means of transportation such as railroads, airlines, and city buses.

 

In the meantime, transportation companies have reduced supply by suspending intercity bus routes to improve management. Due to the prolonged closure, there have been continuous complaints requesting the resumption of service, including inconveniences in using public transportation transfers.

 

Gyeongnam Province is continuously discussing with transportation companies to resume operations on intercity bus routes that have been suspended, but transportation companies are avoiding resuming operations on routes that are at a loss.

 

Accordingly, Gyeongnam Province is preparing to implement an 'intercity bus selective day system' that operates on the desired day of the week according to transportation demand for routes that avoid resuming service due to the low average ridership rate and the large difference in transportation demand between weekends and weekdays. Through this, we aim to give transportation companies sufficient autonomy, including operation periods and days of the week, for routes they wish to resume operations.

 

Currently, intercity buses between Jiri Mountain and Seoul operate on Fridays, Saturdays, and Sundays (downward Fridays and Saturdays, upbound Saturdays and Sundays), shortening the waiting time for transfers by more than 80 minutes, improving accessibility for users visiting Jiri Mountain and providing transportation convenience. About 90 people use the route every year, with an average ridership rate of over 9,000% due to operation tailored to demand.

 

By implementing this intercity bus selection day system, we plan to resolve the inconvenience of intercity bus users by resolving the inconvenience of residents using public transportation and improving intercity bus utilization and convenience through efficient route operation.
