□ Busan City, Ulsan City, and Gyeongsangnam-do (hereinafter referred to as Busan-Ulsan City) announced that they jointly established the “Buul-Gyeonggi Super-Metropolitan Area Development Plan (8-2023),” which contains the vision of “fostering the eight major metropolitan economic zones in Northeast Asia leading the regional era.”

○ The 「Buul-Gyeong Metropolitan Area Development Plan (2023~2027)」 is a 7-year medium-term statutory plan newly established following the enforcement of the 「Special Act on Local Autonomy and Decentralization and Balanced Regional Development (hereinafter referred to as the Local Decentralization and Balanced Development Act)」 in July. am.

 

□ The Buul-Gyeong metropolitan government, researchers from three cities and provinces, and techno parks participated in the establishment of this plan, centered around the Bu-Ul-Gyeong Metropolitan Economic Alliance Promotion Team, which was launched last March. In addition, the "Buul-Gyeong Ultra-metropolitan Area Development Plan," which was finalized through consultations between relevant ministries through consulting hosted by the Korea Institute for Industrial Economics and Trade, was reviewed by the local regional committees of all three cities and provinces, including Busan City, yesterday (3th), and the final draft was approved.

 

□ The Buul-Gyeong metropolitan area is being promoted with the goal of achieving an average annual economic growth rate of 3%, a daily commute time of 1 hour, and a 7.5 point life satisfaction rating for residents of the Buul-Gyeong metropolitan area.

 

□ To this end, ❶ Establishing a foundation for industrial innovation through upgrading of key industries and fostering cutting-edge new industries ❷ Establishing metropolitan infrastructure in response to transportation demand for expansion of living areas ❸ Improving the quality of life experienced by city and provincial residents by improving living conditions, etc. 3 It contains the grand strategy, 12 core tasks and 69 action tasks (projects) to support it. The total project cost for this is 41 trillion won.

 

❶ First, we plan to promote 4 core tasks and 29 action tasks to lay the foundation for industrial innovation by upgrading key industries and fostering cutting-edge new industries.

○ The first core task: 'Developing an industrial growth-driven future mobility industry'In order to foster the industrial growth-driven future mobility industry, we will promote the establishment of a virtual development cooperation center for future mobility parts, the development of eco-friendly ship life-cycle innovation technology, the creation of an aviation information and communication technology (ICT) convergence cluster, and the establishment of a test and evaluation base.

○ The second core task: 'Supporting shared growth with the Buul-Gyeonggi industry and fostering the hydrogen industry'Includes the Buul-Gyeong hydrogen pipeline network construction project and the Buul-Gyeong hydrogen bus operation and charging station construction project.

○ The third core task: 'Promotion of Buul-Gyeonggi Energy Alliance'These include a joint response to the promotion of a new nuclear safety grant tax and the prompt implementation of regional electricity rate systems.

○ Last, 'Establishing a foundation for expanding technology development and trade support for local companies' Among the core tasks, we plan to promote nine action tasks, including expansion of the Information and Communication Technology (ICT) Innovation Square project and regional innovation projects based on local government-university cooperation.

 

❷ We plan to promote 5 core tasks and 28 action tasks to build metropolitan infrastructure in response to the transportation demand for expansion of living areas.

'1Establishment of a metropolitan railway network to form a time zone and support industry'For this purpose, the construction of the Busan-Yangsan-Ulsan metropolitan railway, the introduction of railway transportation infrastructure connecting Ulsan-Busan-Changwon-Jinju, and the construction of the Ulsan branch of the KTX Gyeongbu Express Line are promoted.

'Establishment of a metropolitan road network to expand the Buul-Gyeong single economic zone'For this purpose, construction of the Ulsan-Yangsan Expressway, Ulsan-Changwon Expressway, and Gimhae-Ulsan Expressway will be promoted.

'Construction of Gadeokdo New Airport Access Transportation Network'For this purpose, we are proceeding with the construction of a high-speed railway between Dongdaegu, Changwon, and Gadeokdo New Airport, and the construction of a logistics and maritime transportation axis in the southeastern region.

'1Operation of a wide-area public transportation network to secure time and living space'For this purpose, the Buul-Gyeong transfer center and complex transfer center will be built, along with the construction and operation of a metropolitan rapid bus system (BRT). 'Establishing a global base to strengthen national high-tech industry competitiveness'To this end, we plan to promote practical tasks such as building a smart logistics platform in Northeast Asia and improving the system for restricted development areas.

 

❸ We plan to promote 3 core tasks and 12 action tasks to improve the quality of life experienced by city and provincial residents by improving living conditions.

'Strengthening the competitiveness of Buul-Gyeong cultural tourism'For this purpose, a project to establish a joint response system for the creation of a tourism belt in the southeastern region, joint marketing of Buul-Gyeong metropolitan tourism, and a special joint performance by Buul-Gyeong city and provincial art troupes will be implemented.

'Securing healthy and sustainable food for Busan and Ulsan'To this end, we will establish an agricultural product safety inspection system and operate Buul-Gyeong food governance. 'Guaranteeing the universal right to health and safety of residents of Buul-Gyeong Province'To this end, we plan to promote action tasks such as supporting the operation of the Buul-gyeong Pediatric Emergency Medical Center, supporting the establishment and operation of the Bu-ul-gyeong Infectious Disease Hospital, and establishing a national green algae response center.

 

□ In accordance with the Local Decentralization and Balanced Development Act, the Seoul Metropolitan Government submitted this plan to the Presidential Local Committee through deliberation and resolution by the local committees of each of the three cities and provinces. The Local Area Committee plans to establish a comprehensive local area plan, including a super-metropolitan area development plan, finalize it with the approval of the President after deliberation by the Local Area Committee and the State Council, and then report it to the National Assembly.
