Gyeongnam Province has been conducting surveys and inspections of areas at risk of damage from torrential rain since March, and has been managing areas at risk of flooding and landslides due to increased rainfall by risk level.

 

Resident evacuation and control methods at each risk level were also reflected in the storm and flood response manual to prevent major damage through proactive measures.

 

What is especially noteworthy is that the Disaster Response Headquarters organizational system, which had so far focused on recovery after a disaster, was completely reorganized into a preemptive prevention and site-centered response system.

 

When typhoons and heavy rain were forecast, Gyeongnam Province dispatched on-site situation management officers, mainly staff in the facility field, to cities and counties to inspect risk areas and take necessary measures such as evacuation of residents and prior control.

 

In addition, it is noteworthy that for the first time in the country, a city-county situation management team was organized and operated to monitor closed-circuit (CC) TV in disaster-risk areas 24 hours a day, and that when signs of danger were detected, it cooperated with the city and county to respond preemptively, such as evacuation of residents and prior control. .

 

While the role of the province was previously limited to simply receiving and disseminating disaster situations in cities and counties, it now functions as a disaster safety control tower in name and reality, from proactive prevention to direct command and control of the situation, and support for response and recovery.

 

To this end, Gyeongsangnam-do Province established a disaster situation department in June last year to integrate and manage disaster situations, and established a work system in which the disaster prevention and safety staff of the provincial office and firefighters jointly provide real-time situation control and initial response 6 hours a day.
