Goyang Special City (Mayor Lee Dong-hwan) completed the establishment of a ‘digital policy platform’ and began operating it on the 2nd. The digital policy platform, where all administrative data can be viewed in one place, applies cutting-edge information and communication technology (ICT) to process administrative data collection, integration, and information visualization in real time.

Goyang Special Mayor Lee Dong-hwan said, “We will pursue smart administration based on a digital platform where all data is connected,” and added, “We will actively utilize big data to make rational decisions and establish efficient policies.”

In order to build a digital policy platform, Goyang Special City implemented the preliminary information business process in April and selected a service company in May. After holding the launch briefing in June, departmental interviews were conducted to collect data and connect the information system. The digital policy platform began pilot operation with a completion briefing held last November, and began formal service on the 4nd.

The digital policy platform collects data and content from all areas of Goyang City from the department operation system used by each department, public data portal, National Disaster Management Information System (NDMS), Statistics Korea, Gyeonggi Data Dream, and various digital services.

All administrative data can be researched and integrated into one data-based system, providing real-time insight into overall city administration without the need to move to another system. Because key data is selected based on the opinions of the department in charge of directly promoting and managing the work, the usability and convenience of the work are high.

Additionally, the selected data can be intuitively visualized and understood at a glance. Through a digital policy platform, we are realizing a data-based, proactive and responsive digital administration.

The digital policy platform allows you to monitor city conditions in real time and check information such as fires, disasters, accidents, and air quality. You can respond without going to the scene, increasing response mobility in emergency situations.

In addition, it is possible to determine population density based on intelligent facilities based on Geographic Information System (GIS), a content-customized map service, and analysis of the number of public transportation users by time. In addition, it is possible to display optimal data through time series charts, summary maps, etc., making it easy to check the status of major projects, pledges, and administrative indicators.

Meanwhile, with the establishment of a digital policy platform, a system for linking, integrating, and utilizing administrative data was established, making it possible to manage metadata (data expressing the structure and properties of data, etc.). Efficient data management according to the public data open system is also expected in the future.
