Goyang Special City (Mayor Lee Dong-hwan) plans to introduce 4th industry smart technology into the administrative field to solve problems in the areas of transportation, urban planning, and citizen safety and provide convenient administrative services to the public.

In May last year, the city was selected for the 『Creation of a Smart City Base』 project hosted by MOLIT and is promoting a Goyang-type high-tech intelligent city (smart city) construction project worth 5 billion won. This project includes the establishment of a data hub (hub), smart administrative services, virtual reality (digital twin), traffic optimization, demand-responsive transportation, drone district (valley), intelligent pole (smart pole), and wall display (media wall). Make it the main content. The implementation plan was approved by MOLIT on the 402th of last month, and we plan to speed up the project by preparing a detailed plan by the first half of this year.

Establishment of an integrated trading platform (platform) for smart administration in transportation, civil affairs, and urban planning

The city is building an integrated data exchange (platform) that gathers data in various fields such as transportation, safety, city administration, environment, energy, and welfare of life. We lay the foundation for data-based administrative services by collecting, standardizing, and processing data distributed by case. Based on this, we plan to provide customized services to users such as companies, citizens, and institutions and develop consumer-centered administrative smart services.

In the transportation field, Internet of Things (IoT) sensor data is collected to analyze real-time traffic volume and used to create an optimal transportation environment. It is possible to provide user-centered, tangible services such as demand-responsive buses and self-driving buses.

For civil complaints counseling, a 365-day consulting service based on Kakao is created and used to resolve inconveniences closely related to citizens' lives, such as civil complaints, administration, and health. At tourist attractions such as lake parks, wall electronic displays (media walls) capable of transmitting video are used to improve the cityscape, and intelligent poles (smart poles) with complex functions such as street lighting, safety, and fine dust measurement are also installed.

A virtual world (digital twin) identical to reality is built and used to solve urban problems such as buildings, roads, and urban planning. It can be used to find optimal solutions through simulations for various tasks such as 1st new town reconstruction, 3rd new town planning, urban air traffic (UAM) routes, flood prevention, and land subsidence. The results of the experiment are expected to be used as data for policy decisions, enabling efficient urban planning and disaster management.

Introduction of CCTV intelligent control system… Efficient crime prevention and rapid response support

In the safety field, we plan to create a tight social safety net by introducing an intelligent control system that can efficiently manage CCTV.

The city has installed 9,126 CCTVs and operates them 365 hours a day, 24 days a year to prevent crime and crack down on illegal parking. The Smart Safety Center, which oversees CCTV, is staffed by 6 civil servants, 3 police officers, and 37 control personnel to protect citizen safety.

The Smart Safety Center plays an important role in the detection of suspects and the rapid arrest process from the moment the police requests CCTV intensive control to prevent crime and apprehend criminals. It was found to be highly effective in resolving missing cases of disabled people and elderly people with dementia and preventing crimes against children and women.

The city introduced an artificial intelligence-based intelligent control system to efficiently control the increasing number of CCTVs. It has become possible to selectively display special situations such as intrusions, loitering, and crowds detected on CCTV, thereby overcoming the limitations of having to observe each person with the naked eye. Manpower and budget management have also become more efficient. This year, we plan to expand 2,000 intelligent screening and control systems, focusing on children's protection areas, school paths, and parks.

Providing customized big data and commercial analysis information for companies... Open public data

By opening up public data and sharing it with the private sector, the development of customized services is expected to become more diverse.

The city is receiving a positive response by opening its public support project linkage (matching) service, which recommends corporate-tailored public offering projects, to local companies. Companies can easily obtain information on about 3 public offering projects announced by over XNUMX domestic organizations and receive notifications of a list of recommended support projects. We also operate a ‘commercial analysis system’ for small business owners and prospective entrepreneurs.

The service that visualizes statistical indicators on the city website, which had previously been provided only in numbers, is also receiving a positive response from citizens. The city website's online public opinion trend analysis system allows you to see at a glance the flow of online public opinion, including social networking services (SNS) for major policies. You can check citizens' thoughts on city policies in real time, and by checking citizen interest, you can actively use it to discover and manage policies.
