□ The Ministry of Land, Infrastructure, and Transport will start an international competition for the “K-City Network” project from the 2th of this month to discover intergovernmental (G18G) smart city cooperation projects and support Korean companies' overseas expansion.

ㅇ「K-City Network」 is a program launched last year, and has received great response from 23 countries around the world for the first international competition, and has been cooperating with 80 cities* from 11 countries including Indonesia, Peru and Turkey. .

□ This year, in and around 11 overseas cities wishing to develop a Korean smart city
① Establish a smart city development plan (basic concept, master plan, feasibility study, etc.) or
② It plans to support smart solution type (transportation, platform, environment, etc.) planning.

ㅇ In particular, starting this year, we will introduce the ③ smart solution overseas demonstration support type to support full-fledged overseas expansion of excellent solutions developed by Korean companies and commercialized through smart challenge projects.

 

➊ Smart city development type

□ “Smart Urban Development Type” is a project that supports the establishment of plans such as a master plan and a feasibility study for applying smart solutions to overseas urban development projects.

ㅇ In order to secure the driving force of the project at the government level, the target projects for the competition are mid- to large-scale smart city projects such as new cities and complex development (housing, industrial complexes, etc.) being promoted by overseas central and local governments.

ㅇ Four cities will be selected this year, and will be selected in consideration of the importance of the business (national projects, etc.), business feasibility, the possibility of introducing smart solutions (infrastructure conditions, etc.), and the possibility of advancing into Korean companies.

ㅇ For the selected cities, a domestic and international cooperation system will be established for each project, and support within 4 to 6 million won per location will be provided for planning such as smart city basic concept, master plan, preliminary feasibility study, and this feasibility study.

 

➋ Smart solution plan establishment

□ “Smart Solution Planning Type” is a project that provides smart solutions for solving major urban problems such as transportation, environment, and energy in the city, and supports establishment and operation plans.

ㅇ The subjects of the competition are overseas central and local governments, etc., and target smart solution (service, platform, system, etc.) business in various fields.

ㅇ The selection criteria are similar to urban development projects, but we plan to select around 4 locations by intensive evaluation of the city's solution introduction conditions so that various solutions of our company can be exported together, and within 3 million won per place for planning. Plan to support.

ㅇ If the possibility of this project is high in the future according to the results of the plan establishment, we will provide priority support when participating in the smart city solution demonstration project in '22.

 

➌ Overseas demonstration of smart solutions

□ “Smart Solution Overseas Demonstration Type” is the first type introduced this year to give Korean companies an overseas demonstration opportunity related to smart cities.

ㅇ The Smart City Convergence Alliance* was developed by Korean companies and introduced in order to gain global competitiveness by creating overseas demonstration opportunities for solutions commercialized in Korea through smart challenge projects.

ㅇ Unlike a plan-setting project, the subject of public offering is a domestic institution or company that has excellent solutions, and it is necessary to form a consortium with overseas cooperation organizations that can secure proof. Due to the nature of the demonstration project in which smart solutions are applied directly overseas, developed and middle-industrial countries with the conditions for solution construction are also target cities.

ㅇ It is expected to support up to 3 million won per project for three domestic and overseas projects this year, and there is a preliminary feasibility study or concept paper for the demonstration of the solution, or the domestic and foreign governments or institutions wishing to demonstrate the project cost are matched. We plan to give preferential treatment when selecting cases.

 

➍ Competition procedure

□ This year's K-City Network project is announced on February 2th, and is selected at the end of June after an application period of about 18 months until April 4th.

ㅇ Urban development-type and solution-type planning projects are selected through written evaluation (first phase) and task negotiations with the partner country (second phase), and a service provider for each project will be selected later.

ㅇ The solution-type overseas demonstration project will be selected through a written (1st), presentation evaluation (2nd) and verification process of the partner country for the business plan submitted by the Korean company.

➎ Future support plans

□ The 「K-City Network」 project, unlike the existing overseas urban development support projects, will establish a cooperative system with the other country's government, public, and corporations, and the two governments will manage the project together to secure the driving force for overseas projects.

□ In addition, among the completed 「K-City Network」 projects, in the case of a public-private joint venture (PPP) that has a business feasibility, it is possible to link to the project with a PIS fund*, the World Bank (WB), and the American Development Bank (IDB). The development bank (MDB) will also actively pursue follow-up financial support consultations such as joint investment.
